Supervises and operates environmental control systems. Plans, designs, and implements infrastructure replacement and expansion projects. Coordinates control system and infrastructure needs with landfilling and other waste management operations. Provides technical expertise within the Division/Department.
Duties/Responsibilities
Supervises environmental systems technicians. Assigns and monitors the work of staff assigned to infrastructure projects, including inspectors, surveyors, technicians, facilities management staff, and students. Develops, assigns, and directs contracts with consultants and contractors for infrastructure design and construction work.
- Supervises/manages projects for the operation of environmental control systems for groundwater extraction, landfill gas, leachate, and surface water management. Supervises/performs data collection and records maintenance to develop strategies and ensure compliance with regulatory requirements.
- Supervises and monitors asset management and preventive maintenance activities for infrastructure and control systems. Develops related policies and strategies. Prepares detailed site operating and development plans and reports, and ensures operations comply with approved design and operation plans and regulations.
- Provides input to and coordinates with operations staff regarding landfilling/waste management activities to ensure effectiveness of environmental control systems.
- Supervises/manages infrastructure replacements and expansion projects. Develops, administers and supervises preliminary and final designs. Develops and meets design schedules, organizes surveys and investigations. Performs feasibility and technical analyses and prepares project cost estimates.
- Prepares and reviews technical specifications, contract drawings, and terms of reference for tender. Reviews and negotiates work plans and budgets with consultants and contractors.
- Acts as contract administrator for Division-led projects. Reviews and approves technical shop drawings and other contractor submissions. Visits construction sites to assess quality of work and progress. Ensures testing and inspections are completed. Coordinates with utilities and other agencies. Obtains approvals for construction work. Prepares and approves payments to consultants and contractors.
- Interprets construction documents, authorizes design changes/extra work, and negotiates extra work, claims, and disputes with consultants and contractors. Provides direction to contractors, construction inspectors, surveyors, environmental technicians, and others. Accepts completed work on behalf of the Region.
- Chairs/participates on project teams for infrastructure projects.
- Prepares budget estimates for operating and 10-year capital forecasts. Monitors actual versus forecast expenditures. Arranges and oversees purchase orders and payments. Identifies material purchases and equipment rental requirements. Ensures the efficient use of rentals/purchased materials.
- Ensures environmental control system infrastructure (e.g., landfill flare, leachate collection, groundwater extraction systems), a weather station, a Regional truck, SCADA and network hardware and software, environmental monitoring equipment, and survey equipment are operated correctly and maintained in proper working condition. Troubleshoots operational and technical issues in relation to environmental control systems (e.g., PLC control logic, SCADA, mechanical systems).
- Resolves issues related to operations, contracts, land use, payments and budget with Design & Construction, Legal, Finance, IT, and Procurement staff. Requests and arranges infrastructure and control systems repairs and maintenance work with Facilities staff. Occasionally makes presentations to Planning & Works Committee and Council.
- Provides information and negotiates requirements with equipment suppliers, government agencies, area municipalities, consultants, contractors, utility companies, conservation authorities and developers. Liaises with Provincial Ministries and the public during projects or for day-to-day issues.
