We are looking for a Manager, Operations to support the NRC Quantum and Nanotechnologies Research Center (QN). As of April 1st 2024, Quantum and Nanotechnologies is the combination of the following Research Centers: Security and Desruptive Technologies, Nanotechnologies and Advances Electronics and Photonics.The Manager, Operations would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

The Manager, Operations is responsible for the effective development, planning, evaluation, interpretation and implementation of policies, policy issues and initiatives pertaining to the operational management of a Research Directorate within the Quantum and Nanotechnologies’ Research Centre (QN). This includes responsibility for drafting documents including annual operational plans, operational implementation plans for health & safety, security, annual reports, and Research Directorate evaluation and audits. In addition, the incumbent is responsible for the daily management and oversight of the various management support programs including Performance Management, HPP, Building/Facility investment plans and Controlled Goods (ITAR) / Security. The Manager, Operations also provides primary support to the Director, Operations in the daily management of the research centre and, as such, acts on behalf of the Director, Operations during their absence.

The Manager, Operations also develops and reports on appropriate performance measurement indicators at the Research Directorate level to ensure sustainable program development thus enabling QN to meet its objectives in the provision of its research objectives and goals.

**Education**:
Bachelor’s degree in a related discipline, such as Engineering, Sciences, or Business Administration.

**Experience**:

- Experience in the management of resources including people, physical and financial assets.
- Experience in project management within an R&D environment.
- Experience in leading large complex design and/or renovation projects.
- Experience in preparing operational plans and departmental reports. Experience with the implementation and sustainability of organizational performance management and measurement systems.- Significant means at least 5 years of experience, whereas extensive experience equals a minimum of 8 years.

- Knowledge of the theories and principles of business management to develop financial management structures, systems and processes.
- Knowledge of financial system, budgetary cycle and budgeting process. Knowledge of SAP is an asset.
- Knowledge of operational processes in a scientific environment, including real property, health & safety and security.
- Knowledge of leadership/management principles particularly as they relate to business and operational planning.
- Knowledge and theories in the development, implementation and management of a performance management system which provides a comprehensive view of organizational performance in alignment with strategic objectives.

**Compensation**:
The intent of this hiring action is to staff this position at the RCO-3 or RCO-4 level, which is an well established-career level position with a salary range of $105,785 to $148,657.

In addition, the incumbent will receive the Bilingualism Bonus of $800 per year.
