Position Summary
Reporting to Reporting to the Director, Legislative and Intergovernmental Services, the Policy Coordinator is responsible for the development and management of the council and corporate policy program.
Core Accountabilities
- Key researcher, developer, and drafter of Council and administrative policies.
- Provide direction, recommendations and advice to Subdivision and Development Appeal Board Policy Coordinator.
- Support and provide recommendations to departments in procedure development.
- Administer the corporate policy program and maintain an accurate and current database of policies to serve Council, the public, and administration.
- Lead policy analysis, research, program, and process development with a focus on quality assurance and improvement.
- Work with departments to develop policies, strategies, and program recommendations to improve service quality.
- Draft policy that is consistent with Council and corporate priorities, strategic directions, and communication standards.
- Generate options for programs and policies and assist department assessments of the implications and feasibility of these options.
- Act as a liaison between the Legislative and Intergovernmental department and other departments to increase effectiveness of the corporate policy program and make recommendations to expedite resolution of concerns and questions.
- Develop and deliver training programs, presentations, and materials for staff and Council to support the corporate policy program.
- Prepare Council reports, research analysis, briefing notes, presentations and other policy reports and recommendations.
- Ensure all Council policies are available on the Rocky View County website.
- Maintain and update the library of administrative policies and procedures on the internal shared drive.
- Protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, business and residents of Rocky View County.
- Maintain a working knowledge of departmental rules, regulations, policies, procedures, and functions.
- Perform other duties and special projects as assigned.

Position Requirements
Completion of a bachelor’s degree in a related field along with a minimum three years of progressively responsible and diversified office experience in a municipal and/or legal environment.
- Experience in policy analysis, planning, and development.
- Demonstrated above-average skills in written communication including the composition of minutes, letters, and complex formal reports, and in grammar, spelling and clarity.
- Experience in project management including project design, development, implementation, and evaluation.
- Experience working with a broad range of stakeholders.
- Proficiency in MS Office (Outlook, Word, Excel, Power Point).
- Experience with public speaking.
- Experience in system analysis (asset).
- Exhibit a high degree of accuracy and attention to detail.
- Demonstrated superior customer service skills to both internal and external customers.
- Demonstrated initiative and innovation, identifying areas for improvement and implementing appropriate changes within designated authority.
- Strong organizational and time management skills including managing workloads and working effectively under the pressure of time constraints.
- Demonstrated cooperative teamwork with coworkers and other contacts.
