**Position Summary**:
**Major Accountabilities**:
The Human Resources Consultant is a strategic partner of operational leaders in matters related to people and culture practices. Working with an assigned client portfolio, the HR Consultant promotes and fosters a consultative and proactive problem-solving approach that enables operational groups to achieve operational and strategic business outcomes.

**Employee and Labour Relations**
The HR Consultant provides strategic support, guidance, and expert advice across a wide range of matters related to people and culture, including:

- Identifying and resolving employee and labour relations issues in consideration of the corresponding collective agreements, internal policies and established practices, applicable legislation, operational needs, and organizational values
- Partnering with leaders to solve problems, promote optimal employee and organizational outcomes, balance risks, and strengthen relationships
- Interpreting collective agreements, legislation, policies, and practices
- Advising on performance management and attendance improvement approaches and strategies
- Facilitating fact-finding investigations in partnership with exempt leaders
- Taking conduct of grievance procedures, advising management through the meeting, response, and resolution processes
- Supporting collective bargaining processes
- Building the capacity and capabilities of people leaders through partnership and consultation

**Job Evaluation and Organizational Design**
The HR Consultant is responsible for organizational design and job evaluation, including:

- Using their knowledge of job evaluation and compensation principles to advise leaders on proposed changes to positions and organizational structure
- Evaluating new and revised positions using the corresponding evaluation plan for unionized positions
- Participating on job evaluation committees
- Providing input to workforce planning initiatives

**Process Improvement**
The HR Consultant leads and/or participates in the development and implementation of HR systems, processes, and projects. Project work may be driven by internal or external business needs such as changes to legislation or service delivery requirements. The HR Consultant works in an environment of continuous improvement related to HR client service delivery. Project or process improvement work may include:

- Response to new or changing policy and legislation including development of standardized procedures, guidelines, and associated training
- Developing and facilitating leadership training related to employee or labour relations
- Contributing to the Department’s operational and strategic objectives on an ongoing basis
- Identifying and implementing improvements in HR and related business practices

The HR Consultant may perform other related activities as required.

**Qualifications**:

- Post-Secondary Diploma in Human Resources or a related field
- At least 4 years of progressively responsible experience in employee and labour relations and job evaluation and organizational design
- An equivalent combination of education and experience may be considered

**The following are considered assets**:

- Chartered Professional in Human Resources (CPHR) designation
- Experience in a unionized environment
- Additional Post-Secondary education in Human Resources or a related field

**Work schedule: Monday - Friday, 35 hour work week**
**Pay band 5, $102,994.20 - $121,171.08**
