Seniors, Community and Social Services provides supports for seniors, families and communities, and helps Albertans access disability services, financial supports, affordable housing, services for the homeless, and other social-based programs. The Ministry supports Albertans through a person-centered, integrated service delivery model that recognizes the unique circumstances, experiences and strengths of individuals and families.

**Role Responsibilities**:
We are looking for a detail-oriented, self-starter, for our Capital Planning Analyst position in the Housing Capital Programs Branch of the Ministry of Seniors, Community and Social Services. If this sounds like your jam, we want to hear from you

Reporting to the Director, Capital Planning and Reporting, this position will have a direct and tangible impact on providing safe and affordable homes for Albertans in need. As the Capital Planning Analyst, you will join a team that reviews capital project proposals submitted by housing providers, analyzing and scoring proposals in accordance with the Seniors and Housing Capital Planning Framework scoring matrix. You will provide housing providers and other stakeholders with clarification as to the Housing Division’s capital project evaluation and prioritization processes and criteria by using your excellent written and verbal communication skills to provide information and analysis to decision makers and elected officials as well as engaging directly with housing providers and responding to enquiries.

In this role, you will be responsible for maintaining complete and accurate records pertaining to the Housing Division’s project proposals and preparing project summaries and briefing notes for consideration of senior decision makers. You will engage with housing providers to support the development of complex capital submissions with varied funding and operational models. You will provide financial and data analysis, environmental scanning, and research services to inform evidence based planning and decision making relating to the annual affordable housing capital plan submission and other initiatives.

**Qualifications**:
Minimum Recruitment Standards:

- University graduation in a related field (Business, Economics, Urban Planning, or other related fields).
- Minimum of 2 years progressively responsible related experience in capital planning and/or capital project delivery.

Equivalencies:
Directly related education or experience considered on the basis of:

- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education.

Assets:

- Experience developing and/or evaluating capital project proposal submissions.
- Experience working with capital project financing and operating models.
- Experience working with the affordable housing system within Alberta.
- Experience developing briefing notes, correspondence, reports and/or presentations.
- Experience supporting full cycle project management of capital projects involving diverse stakeholders.
