Role Responsibilities

Reporting to the Manager, Capital Planning, the Capital Planner Analyst is responsible for project planning, ensuring alignment with Ministry goals, analyzing plans, and supporting government capital processes. The analyst is also responsible to support with analysis and recommendations regarding a variety of capital planning activities including, but not limited to, needs assessments, business cases, and functional programs. The analyst support the Manager or Director to develop and implement programs to respond to health system capital needs. In doing so, the Planner will collaborate with other divisions at Alberta Health, stakeholders in Alberta's health care system, Alberta Infrastructure, and other government ministries.

Responsibilities :

Under the direction of the Manager, work with Health Service providers and Alberta Infrastructure to develop the business case for individual projects. Ensure all options have been considered and the business case addresses the services identified in the need assessment.  Provide support for the development of project programing studies, capital programs and participate in collaborative monitoring of capital projects. Prepare briefings, ministerial correspondence and responses to public inquires on a wide range of issues. Support the implementation and on-going success of the health capital planning process as articulated in the Health Facilities Capital Program Manual. Support the development of the annual Alberta Health submission to the provincial health capital planning process including the application of guidelines and capital rating criteria to assigned capital project requests, preparation of project rating forms and supporting documentation and presentation of priority projects. Support the Ministry through participation in planning, technical and other health, and project related committees. Co-ordinates the preparations of grant funding agreements with health service providers, health system stakeholders etc.
