Reporting to the Manager, Payroll& Benefits, this position is responsible for the supervision, planning and scheduling of all resources necessary to carry out the accurate and timely delivery of the 2 biweekly payroll cycles related to all full time, part time, union and non-unionized employees at the Town of Oakville and the Oakville Public Library.

**Responsibilities**:
As the Supervisor, Payroll you will:

- Supervise and review work carried out by the team of Payroll Representatives to ensure the work is performed effectively and efficiently and in accordance with town or departmental standards, levels of service, union contracts, policies, procedures and legislated requirements;
- Select, motivate, train, manage and evaluate staff, and schedule work according to priorities; review employee performance on a regular basis and take corrective/disciplinary action, as required
- Oversee and assist payroll team with time collection, expense tracking, new hire set up
- Review and process employee profile changes in JD Edwards ERP
- Ensure completion of audits on earnings and deduction totals, reviews system output using registers and reports, determine out-of-balance conditions and resolve appropriately
- Transmit EFT
- Review all payroll hours and adjustments related to employee profile changes
- Assist with internal and external year end reporting requirements
- Assess and resolve escalated payroll issues and discrepancies from staff (including council) and outside agencies ( Service Canada)
- Review general ledger liability accounts, prepare related journal entries and assist with bank reconciliation inquiries
- Develop and implement guidelines and processes based on best practices.
- Review payroll processes to continually gain efficiencies in process and ensure payroll team provides valued work as business partners for all town operations
- Work with auditors to review documented payroll process
- Work with IT to problem solve ERP issues and test upgrades as applicable
- Ensure compliance with all CRA, ESA and union contract regulations and company policies
- Ensure the privacy and confidentiality of all employee information
- Other duties as assigned

- Payroll, benefits and pension best practices
- Knowledge of _CRA legislation re taxable benefits_
- Knowledge of the _Employment Standards Act_
- Knowledge of the _Income Tax Act_
- Knowledge of the _basic accounting processes_ ie accrual calculations, account reconciliation
- Experience with HRIS & Payroll software in an ERP preferably JD Edwards
- Microsoft Office technology (strong Excel and Outlook, experience with OneNote)
