Business Intelligence Program Manager

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

**What will I be doing?**
- Liaises with the Business and the Subject Matter Experts (SMEs) to understand requirements, and works with them to define metrics that meaningfully communicates project performance or progress
- Create and maintain technical design and business requirements documentation (e.g., user guides, system security plan, and system design documentation).
- Manage and maintain all data governance related documentation and core metadata within a central repository including business glossary, data dictionary, meta data forms, data mapping specifications
- Defines and documents business rules and data and data quality standards and data quality rules and ensures that that these rules are consistent across organization and used consistently.
- Understand data source systems and work with functional teams to develop and optimize ETL/ELT processes, and leverage information for performance reporting and data analysis.
- Defines and implements data reporting and analysis best practices (e.g. data integrity, test design, analysis, validation, and documentation).
- Liaise and enterprise partners such as I&IT, Planning, Operations, to ensure adherence to data governance, compliance, and risk policies (e.g. Enterprise Data Governance, OnCorr).
- Identifies, develops, manages, and executes analytical projects designed to uncover areas of business opportunity for stakeholders and subsequently develops business recommendations
- Has working knowledge of financial management, competitive tendering and contract administration practices; to monitor budget and expenditure allocations consistent with annual work plans and project reporting requirements; knowledge of forecasting and calendarization; financial controls and audit.
**What Skills and Qualifications Do I Need?**
- Minimum eight (8 ) years work experience in program/project management or consulting within large-scale customer service-focused organization or public sector with a successful track records of delivering corporate projects and/or programs and strategy for various business functions/sectors. Familiarity with the rail sector and working in a project delivery environment leading projects is considered an asset.
- Strong knowledge in functional area processes and procedures relating to major projects delivery including cost, schedule, quality, risk, contract, commercial, construction management is highly desirable
- Practical knowledge of software and database systems sourcing the data with direct systems experience related to financial systems (e. Oracle EBS, Ecosys), project management tools (eg Unifier, Primavera P6), risk management (eg Active Risk Management), etc. is highly desireable
- Experience developing dashboards and reports
- Experience gathering business requirements for reporting needs
- Communicates in a clear, concise, and timely manner, with a demonstrated ability to build positive, productive interpersonal relationships with stakeholders.
- Strong analytical skills, with experience in statistical analysis, regression modeling and forecasting, time/series analysis, data mining, and financial analysis; advanced skills in MS Excel.
- Knowledge of business intelligence, analytics and AI solutions (ex. Machine learning) including data architecture, modeling (SQL, R, Python), visualization and dashboard design (Power BI, Tableau)
- Project management and personal management and organizational skills to lead and deliver on initiatives, projects and activities relating to strategic business planning, data analytics, data governance, and performance reporting
- Verbal and written communication and interpersonal abilities to facilitate, partner, and manage relationships in order to influence and liaise effectively with stakeholders at multiple levels, and across CPG and other business units in the organizations, to understand business requirements, to prepare status reports, documentation, to update and brief management, to provide information and explanations of a technical nature to a range of internal stakeholders in a compelling, thorough and accurate manner
