The Nova Scotia Education Common Services Bureau (the "Bureau") continues to expand. Established in 2018 under Nova Scotia's Education Act, the objectives of the bureau are to support the efficient administration and operations of Nova Scotia's public education system, and to provide and administer services to support groups for the benefit of individuals or groups related to the education system, including administering the benefit and pension plans for non-teaching employees of participating education entities. The Manager of Financial Services will lead all aspects of the financial and accounting services of the bureau and provide expertise to all financial and accounting-related matters. **About Our Opportunity**

As the Manager of Financial Services, you will be responsible for providing financial advice and direction across all operations of the bureau. You will be responsible for the overall budget and forecast processes, including oversight of the bureau's Computer for Schools Plus program. You will be responsible for the preparation of accurate and timely financial information to meet budget, forecast, and financial reporting requirements, to meet client requirements as needed, and to provide budget assistance and financial planning advice and analysis.As the Manager, Financial Services, you will report to the Executive Director of the Nova Scotia Education Common Services Bureau.

**Responsibilities**

The Manager of Financial Services will:

- provide direction and supervision of 1 direct report (Project Coordinator, Computers for Schools Plus), plus daily interaction with the Finance & Administration Clerk.
- conduct periodic reviews of financial information with Executive Director.
- prepare, review and complete annual budgets.
- be responsible for preparation and updating of various reports as required by senior management.
- be responsible for daily, weekly, bi-weekly (payroll), month-end, & year-end accounting processes.
- provide coordination of the annual external financial audit with the appointed auditor.
- implement and monitor internal controls to safeguard the bureau's assets.
- provide financial support to the benefits & pension committees, and ensure adequate insurance coverage for the bureau and its committees.
- prepare and review annual financial reports for interested parties.
- be responsible for co-ordination with provincial government staff (Departments of Finance & Treasury Board, and Education & Early Childhood Development).
- perform other duties as required.

**Qualifications**

In addition, you have exceptional time management skills with a strong attention to detail to provide timely and accurate financial information while managing multiple projects and priorities, and proven ability to exercise sound judgement. You have a strong client service orientation and a demonstrated ability to work collaboratively in a complex operating environment. You are proficient with Microsoft suite of services (Excel in particular). You are self-motivated, confident, and capable of performing under pressure. You can work both independently and within a team environment, and work collaboratively with all levels of management, staff and other partner groups. You possess excellent organizational, interpersonal, and communication (verbal and written) skills, particularly as they relate to the communication and interpretation of financial results to non-financial program staff. You possess strong analytical skills, and experience with budgeting and forecasting.

While not required, it is considered an asset if you have experience with the QuickBooks Online, RBC PayEdge, and Ceridian PowerPay systems, and/or are fluent in French.

The ability to identify issues, challenges, and system gaps; formulate strategy; and operationalize sound implementation plans to address areas of priority.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

NSECSB offers a competitive salary, and a health and pension plan to eligible employees upon completion of probationary period. Salary will be determined based on a combination of qualifications and experience.

**Salary**: $69,600.00-$86,975.00 per year
