This newly created role will provide a leadership opportunity to develop and implement quality management systems and procedures for Clearway’s heavy civil construction division. As a collaborative leader, the **Quality Manager** will partner closely with Clearway’s project management and construction teams, to develop a systematic approach by leveraging industry best practices, learnings and experiences to enhance our processes from the pre-construction to post-construction phases.

**Essential Duties & Responsibilities**:

- Developing tools and process central to an effective quality management system. This includes, but is not limited to: audit tools, processes and schedules; reports and corrective action measures; and education for stakeholders around the need for quality management system requirements.
- Providing overall quality management support from preconstruction to project completion; ensure project quality objectives and requirements are communicated and understood by all relevant team members including consultants and trade partners.
- Partnering closely with Project Managers and Project Directors regarding client and partner-requested changes to all aspects of the project to ensure that design, construction and handover plans are updated.
- Supporting the development of project-specific quality plans for construction. Ensuring that quality plans are created to address specific project requirements, while remaining consistent with Clearway’s core quality program and best practices. Clearly defines roles and responsibilities.
- Participating in development and submission of project proposal plans and appendices with a focus on quality systems and processes.
- Managing, reviewing, and coordinating the development of inspection and testing plans for construction activities, including the use of third-party consultants for testing and inspection services. Ensures that inspection and testing plans are developed and implemented effectively for all applicable scopes of work.
- Reviewing, and coordinating trade-specific subcontractor quality plans, if required. Ensuring that quality control and quality assurance measures are adequate for the scope of work and address project requirements, including appropriate documentation.
- Proactively identifying project risks and opportunities. Helping to develop and implement appropriate risk mitigation and corrective action strategies for identified deficiencies, including QA/QC measures and coordination with relevant internal stakeholders and partners.
- Completing project quality audits and ensures that appropriate audit action plans are developed and implemented. Verifies procurement documents for project-related purchases and services for construction and installation work.
- Performing quality audits and reviews with suppliers and subcontractors to ensure the level of compliance and effectiveness of established supplier quality requirements. Reports on identified non-conformances and works with internal stakeholders and partners to develop corrective actions.

**Requirements**:

- P.Eng or CET registered in the Province of Ontario, or equivalent education and training is required.
- Minimum of 5 years of experience working heavy civil engineering construction projects, with a demonstrated strong understanding of quality management systems and practices.
- Certification as an internal or lead auditor to ISO:9001:2015 is an asset. Familiarity with COR certification and audit processes is an asset.
- Working knowledge of ISO 9001 and relevant codes and standards related to construction (e.g. CSA A23.1)
- Strong time management, collaboration and leadership skills, with a demonstrated ability to coach and lead change processes associated with building new programs.
- Monitoring the execution of construction activities to assess compliance with respect to the quality program, project-specific quality plans, and project requirements.
