We are recruiting for a Senior Advisor within the Policy and Legislation division of the Strategy, Performance and Partnerships Branch.

This is your opportunity to lead the implementation of Nova Scotia’s Regulated Health Professions Act and impact the development and implementation of the Department’s approach to health profession regulation and oversight.

**About Our Opportunity**:
The Senior Advisor is responsible for leading work within the Department of Health and Wellness to complete the implementation of Nova Scotia's new Regulated Health Professions Act passed in November 2023. Your workplan will include design, management and implementation of projects to develop new regulations under the 2023 Regulated Health Professions Act required to migrate 21 health profession regulators from existing separate legislation to the new unified Act. Migration projects have significant health system implications and will include extensive external stakeholder relations, strategic analysis and development of policy options for the regulations in support of the government’s health system transformation priorities related to health profession scopes of practice, licensing and oversight.

You will be considered the Department’s highest authority on health professional regulation. You will lead the ongoing legislative, policy and best practice oversight of regulated health professions and ensure public protection by leading a team in monitoring health profession regulator performance and developing new tools and methods for regulator oversight, including providing project support to modernize the provincial model for self-regulation of health professions in line with national and international best practices.

In this role, you play a critical role in supporting senior leaders through process-driven and evidence-informed decision-making. At times you will work closely with government colleagues on intersecting health profession initiatives, and may be required to join departmental, interdepartmental and/or federal-provincial-territorial working groups.

**Primary Accountabilities**:
Key Responsibilities are:

- Manages the delivery of the required projects to implementation the Regulated Health Professions Act through migration projects for all existing health regulators. This includes developing and maintaining the vision and goals for the projects matching project plan to departmental vision and goals, and taking personal responsibility for maintaining the project on directed timelines.
- Initiates, formulates, and implements new business practices to complete migration and to manage change within impacts regulators. Acts as a change management sponsor for the RPHA by leading and presenting project status updates, developing change management strategies and stakeholder communication/engagement planning as well as being the spokesperson and change champion. Supports health regulators in developing their own change management approaches and strategies.
- Develops innovative solutions by integrating and analyzing complex and diverse information sources. Builds complex frameworks to assess the scope and context of short
- and long-term business needs. Develops and maintains formal partnerships and collaborative relationships with colleagues and key stakeholders internal to government and across the broader public and private sectors, capturing broader business and program interests.
- Develops new policies and approaches that align with best practices in regulation, develops underlying procedures to implement them in Nova Scotia and monitors their implementation by regulators, within the department and across government. Develops and/or delivers elements of a strategic planning system for implementation with guidance and direction from senior colleagues. Participates in developing policies in the area of health regulation, creating underlying procedures and monitoring their implementation within the department.
