The Manager, Pension Regulation is responsible for ensuring that the regulatory governance aspects of the Canada Post Pension Plan are complied with and integrated with the fiduciary responsibility of Canada Post. The Manager, Pension Regulation works to ensure that all the required business processes and practices are in place to allow for the normal operation of pension governance by way of the relevant committees of the Board and the specific advisory committee/council of the Pension Committee. In addition, the Manager, Pension Governance tracks and coordinates the development of submissions to committees of the Board and manages the specific advisory committee/council meetings; facilitates the regular flow of pension information between the Plan and the Corporation by way of the Strategy and Priority Meeting. The Manager, Pension Regulation tracks sub-committees of the Board decision milestones; and communicates approval requirements to functional officials. Has specific responsibility to ensure that the Plan regularly reports to Pension Committee the results of a pension governance self-assessment process. The Manager, Pension Regulation acts as the Compliance Trading Officer and oversees compliance with the Personal and Insider Trading Practice of the Canada Post Pension Plan Ethical Practices.

**Responsibilities**:
Below are the main job requirements and responsibilities for the Manager, Pension Regulation.

1. Schedules meetings and manages the operation of the Pension Committee’s Investment Advisory Committee (IAC) and Pension Advisory Council (PAC), including briefing the Chairperson, notifying members and participants, managing quorum for meeting, preparing the agenda, documenting minutes of meeting, and managing minutes for distribution and records retention.

2. Manages processes to elect PAC members in compliance with regulations contained within the Pension Benefits Standards Act (PBSA), including the notification of election, call for nominations, and the management of the vote count. Coordinates election activities by working closely with Internal Audit and union representatives. Ensures results are communicated in compliance with the PAC protocol and federal regulations.

3. Resolves issues emanating from meetings of either the IAC or PAC by performing research and due diligence before response. Works with the PAC Chairperson and legal counsel in resolving issues related to ensuring quorum is met for meetings.

4. Establishes and manages processes which identify and report to Pension Committee on an annual basis of variances of non-compliance with pension governance principles, as established by the Canadian Association of Pension Supervisory Administrators (CAPSA).

5. Interprets IAC and PAC’s Terms of Reference and Protocols, with the assistance of paralegals, to provide guidance to senior management, functions and members of the IAC or the PAC.

6. Reviews, edits, and assists in writing major reports and memoranda for review by the IAC or the PAC.

**Job Responsibilities (continued)**:
7. Coordinates the collection and final release of all pension information to the Corporate Secretariat for Pension Committee meetings as well as for Strategy and Priority Committee meetings.

8. Convenes inter-functional meetings to address and resolve issues prior to presentation to the IAC or the PAC. Implements internal schedules to ensure the receipt of appropriate documentation from relevant functional areas.

9. Undertakes special assignments on behalf of the Vice President, Pension Fund and Chief Investment Officer such as preparing reports, research papers and other relevant material for submission to senior management, the Board of Directors and the federal pension plan regulators.

10. Manages requirements for the Canada Post Pension Plan Ethical Practices and Personal and Insider Trading Practice, including preparing reports and ensuring compliance.

11. Oversees the Pension Plan’s cash management activities and acts as a back-up approver for any cash transfers.
