Policy Analyst - Jordan's Principle - Competition 2023-020

**Position Summary**

Under the direction of the Director of Policy and Legal Affairs, the incumbent is responsible for policy issues analysis, strategic policy development, and drafting policy options and recommendations for the facilitation, communication, and coordination of the existing network of Jordan’s Principle services and strategies, that will assist in aligning and conceptualizing research to support the regional implementation of Jordan’s Principle and the First Nations Jordan’s Principle Equity Roundtable.

**Key Responsibilities**
- Assist with activities in the development of a definition of long-term implementation of Jordan’s Principle by AMC member First Nations and facilitate the development of various corresponding policy approaches to give it effect at the local, regional and national levels.
- Formulate policy options and recommendations for the reflection of AMC member First Nations at the National Action Committee on Child and Family Services Reform, Jordan’s Principle Operations Committee and inform other national activities including the AFN - Canada Final Settlement Agreement with a definition and approach to the long-term implementation of Jordan’s Principle for AMC member First Nations.
- Operationalize the Manitoba First Nations Jordan’s Principle Equity Roundtable that includes the regional transfer of Indigenous Services Canada programs and services to First Nation-led structures.
- Begin the work of the Jordan’s Principle Capacity Enhancement Centre as a virtual center of excellence that bring together the capabilities, knowledge and expertise of AMC member First Nations to implement Jordan’s Principle at the local level.
- Environmental scanning and reports on regional and national issues and other processes relevant to policy implications for First Nations.
- Providing policy and strategy development support on all aspects of the implementation of Jordan’s Principle.
- Provide research, analysis, and recommendations in support of regional processes for implementing new or revising existing policies.
- Work with the various AMC networks with First Nations, First Nation organizations, non-government and government departments to access information and work together on a broad range of complex issues, which will impact on policy formulation and integration.
- Identification of contentious issues requiring anticipatory research and assessment.
- Planning, conducting, and coordinating studies, reports and briefings.
- Provide advice and support toward the evaluation of policy effectiveness and recommend improvements.
- Leading or participating as a member of a committee, focus group, task force as appointed, or directed by the Director of Policy and Legal Affairs.
- Advise, support, and contribute toward the planning, designing and conducting of special projects as assigned.
- Preparation of timely briefing notes, speaking notes, research reports, discussion papers and position papers.
- Research, analyze and provide recommendations in support of implementing new or revised policies.
- Devise alternative policy frameworks and provide recommendations for policy integration.
- Work with and provide reports for the respective oversight, guidance and direction, including the AMC Women’s Council and the First Nation Advisory Table of the Jordan’s Principle Equity Roundtable.
- Assist the Director of Policy and Legal Affairs on special projects and other duties as assigned.

**Qualifications**
- Master of Social Science or a related discipline and/or a related equivalent demonstrated experience.
- Knowledge of statistical methods, techniques, and information to develop analytical frameworks and/or equivalent experience.
- Knowledge of First Nations/Indigenous research methods and procedures.
- Knowledge of First Nations, culture, history, treaty, and inherent rights.
- Demonstrated ability to provide analytical support while managing multiple projects, and deadlines.
- Experience presenting to AMC member First Nations on reserve.
- Excellent verbal, written, inter-personal communication.
- Knowledge of one of the five AMC-member First Nation languages an asset.
- Ability to provide analytical supports while managing multiple projects and deadlines.
- Proficient use of Microsoft Office software, Word, Excel, and Outlook.
- Be able to follow office practices, procedures, and confidentiality.
- Work flexible hours and travel upon request.
- Must have a valid Class 5 driver’s license and a reliable vehicle.
- Must have a current satisfactory Criminal Record Check, and Clear Child Abuse Checks.
