Manager may be required to represent the City in court cases and other kinds of adversarial legal proceedings such as arbitrations, mediations, and administrative law proceedings. Knowledge in procurement will be considered an asset.

The Assistant City Solicitor/Risk Manager will be responsible for ensuring appropriate insurance coverage for all City of Sarnia assets; investigating, administering and managing insurance claims; limiting liability through effective risk management; and developing and implementing associated policies and procedures. The role will also include the management of the insurance portfolio budget; evaluation of policy deductibles, limits and self-insurance reserve levels.

**Education and Experience**
- Must have Bachelor of Laws (LL.B.) or Juris Doctor (J.D.), and a member in good standing with the Law Society of Ontario, plus a minimum of 3 years of related experience;
- Must Legal experience in municipal, real estate and commercial law, as well as drafting, negotiating, structuring and advising on various types of contracts.
- Must have exceptional organizational, facilitation, and interpersonal skills coupled with the ability to multi-task effectively while contending with conflicting demands and timelines.
- Must demonstrate the ability to negotiate, facilitate, mediate and present information to a varied audience.
- Must have strong analytical, problem-solving, research and decision-making skills coupled with exceptional written and oral communication skills.
- Previous experience in the development and management of a risk management program, preferably in a municipal environment is considered an asset.
- Well-developed ability to interpret, anticipate and convey complex, technical and abstract information.
- Ability to work outside normal business hours, as required.

**Responsibilities**
- Acts as the City Solicitor in his/her absence;
- Provide timely and effective legal opinions and reports to Council, committees, and staff. Research, negotiate and prepare/review by-laws, policies, agreements, etc. and conducts real estate transactions including tax sales;
- Represent the City in court cases and other kinds of legal proceedings such as courts, arbitrations, mediations, administrative law proceedings and before

Provincial Offences Court for the prosecution of by-laws or coordinating such representation with external counsel, as appropriate;
- Represent the City before courts and administrative bodies such as the LandPlanning Administrative Tribunal (LPAT);
- Participate in inter-departmental and corporate teams reviewing issues of legal and corporate interest;
- Analyze procedures, operational and strategic decisions of other departments as to legal conformity;
- Keep abreast of relevant changes to legislations as well as case law, to ensure that the Corporation has up-to-date information to act upon;
- Performs other duties as assigned by the City Solicitor.
