- Reporting to the Team Lead, Election Area Officers and following specific instructions and requirements outlined in the Nova Scotia Municipal Elections Act (MEA), the Election Area Officer will be responsible for tasks associated with the preparation and organization of the Municipal and Conseil scolaire acadien provincial (CSAP) elections. Each Officer will be assigned two (2) districts and will supervise election workers and organize election duties within those districts.
- **DUTIES & RESPONSIBILITIES**:
**General Administrative**:

- Participates in training/orientation related to the Municipal Elections Act (MEA) and election processes as well as HRM policies and procedures.
- Demonstrates a clear understanding of duties and responsibilities under the MEA.
- Prepares voter materials for distribution to polling locations (some lifting required approximately 5-10 lbs.)
- Supports the E-voting operations with staffing and electronic options.
- Unpacks ballot boxes and prepares election materials for storage/destruction in accordance with the MEA post-election day.
- Input and maintain election worker information; tracking training attendance and hours worked for submission to Team Lead, Election Area Officers for timely processing and payment.

**Operational**:

- Ensures polling locations (advanced and election day) meet election requirements regarding accessibility, technical requirements, appropriate location, access, and parking
- Under the direction of the Team Lead, Election Area Officers, assists with the securing of the facilities required for polling locations within their districts
- Works with the Election Logistics Officer to verify the materials and resources required to appropriately conduct the election are received at each poll location in order to comply with legislated requirements
- Works with election workers to ensure signage is available and placed appropriately throughout each polling location to properly notify voters
- Ensures polls open and close on time, as required under the MEA
- Visits polling locations on voting days to ensure adherence to election processes
- Participates in the recruitment process of election workers for polling stations within their assigned districts (each area may require up to 150 election day workers)
- Coordinates the scheduling, communications, and follow up with election workers to ensure that each poll location is fully staffed to meet the requirements of the election
- Under the direction and guidance of the Team Lead, Election Area Officers, and Elections & Special Projects Manager, assists in the delivery of training sessions for election workers
- Ensures ballot count is conducted in compliance with the MEA and HRM defined processes
- Ensures results from each poll within districts are conveyed to Election Office in a timely manner
- Ensures Supervisory Deputy Returning Officers collect all ballot boxes, poll books and all election materials for their polling station and securely transport them to the Election Office or designated Remote Accumulation Site(s)
- Returns to assigned post-election office once polls close and materials are transferred

**QUALIFICATIONS**
**Education & Experience**:

- Demonstrated experience in municipal/provincial election process is required
- Working knowledge of the municipality’s districts (or in-depth knowledge of an area of the Halifax Regional Municipality)
- Experience working with the public
- Supervisory experience in the recruitment and training of staff
- Demonstrated ability to exhibit strong teamwork and customer service skills
- Demonstrated ability to exercise sound judgment and discretion when dealing with challenging situations
- Experience and skills to manage multiple tasks, set priorities and meet deadlines

**Technical/Job Specific Knowledge and Abilities**:

- Excellent organizational skills.
- Experience in the use of current office technology and related software including but not limited to: Microsoft Office (Word, Outlook, Excel, PowerPoint, and Teams)
- Ability to carry out responsibilities under stressful conditions.
- A valid Nova Scotia Driver’s license and reliable vehicle are required for this position (mileage will be paid in accordance with the approved HRM local travel policy).
