**Description of the Area/Topic of Research**

Advisory Committees of Council (ACOC) are an established part of municipal governance in Canada. These committees cover a wide range of topic areas (accessibility, transit, heritage, arts and more), and can be an opportunity for sustained engagement between residents and members of council and municipal staff. They may also provide important policy guidance in key areas of municipal responsibility.

Despite their ubiquity, little work has been to done to understand how ACOCs operate in practice. There is significant variation in the design, responsibility, and representativeness of existing ACOCs, and few resources to guide Canada's 3,500 municipalities as they create new ACOCs.

These gaps in knowledge about ACOCs have been raised as a concern by the City of Guelph’s Office of the Clerk, based on feedback from other staff, members of Council, and ACOC committee members themselves. As such, the focus of this community engaged research is on creating a framework for municipalities to use in designing ACOCs, taking the City of Guelph (Ontario, Canada) as a focus. The broad questions guiding this research include: What is the role and function of ACOCs? How do and should they contribute to public policy decisions? How/do ACOCs contribute the representativeness of local governments? How should municipalities make decisions about the design and role of ACOCs?

The research will use a combination of data collection methods (surveys, focus groups and interviews) to understand current experiences with ACOCs in Guelph, followed by participatory data analysis to develop a framework for guiding the design, role, resource requirements, etc. of ACOCs moving forward. The research will be grounded in principles of community engaged scholarship, including responding to community-identified needs, reciprocity, and advancing justice.

**Description of Research Team**

The academic advising team includes Dr. Leah Levac, Associate Professor, Political Science, and Canada Research Chair (Tier 2) in Critical Community Engagement and Public Policy, University of Guelph (Principal Investigator), Dr. Anthony Piscitelli, Professor, School of Interdisciplinary Studies and Program Coordinator, Public Service Program, Conestoga College Co-investigator) and Dr. Sean Geobey, Assistant Professor, School of Environment, Enterprise and Development, University of Waterloo (Co-investigator). Together, they bring experience in community partnerships and collaborative research design, local governance, public policy, public administration, and participatory democracy and community / civic engagement.

Staff members of the Clerk’s office will also provide guidance, access to information, professional expertise, and opportunities for learning more about the functioning of municipal governments. Through the Clerk’s office, the City of Guelph maintains 20 Advisory Committees of Council (ACOC) focused on wide ranging topics. The post-doctoral scholar will also benefit from opportunities to learn from and with ACOC members and staff who support these committees.

Finally, staff and students at the Guelph Lab bring a wealth of knowledge about public innovation generally, and related to myriad challenges facing municipalities, including related to public engagement, community food security, public safety, and more. The post-doctoral researcher will therefore have the opportunity to engage more broadly with pressing questions facing mid-sized municipalities.

**General Outline of Duties**

Working closely with members of the research team, the post-doctoral scholar will lead the design and implementation of the above-described research. This will include:

- Refining the key research questions and related research design
- Leading all aspects of the research, including ethics, data collection, analysis, and results reporting
- Producing project deliverables, including a framework to guide the City of Guelph and other municipalities in the design of ACOCs
- Providing regular updates to, and participating in broader discussions of, the research team
- Supervising research assistants supporting the project
- Developing and delivering public facing presentations about the process, findings and recommendations of the research, including to senior leaders and Members of Council at the City of Guelph
- Preparing and delivering presentation(s), reports, or other knowledge sharing outputs for academic audiences (e.g., guest lectures at University of Guelph, University of Waterloo, Conestoga College, academic conferences) and community audiences (e.g., municipal staff at Guelph and other municipalities, industry conferences)
- Contributing to the collaborative and scholarly environment of the research team
