**Position Overview**:
**Key responsibilities**:

- Leading, monitoring and updating the City’s Youth Strategy as well as other youth initiatives as required;
- Consulting and providing functional guidance to City staff and Community Associations/Societies in the design and delivery of youth services; and
- Planning, research and policy development that will result in furthering the needs of youth (13-24 years) in Richmond;
- Subject matter expert responsible for presenting to Committee and City Council;
- Providing expertise in the area of youth to City staff, City Council and Community Associations/Societies;
- Representing Richmond at community tables and regional committees relating to youth issues;
- Working with other City departments and acting as a resource for planning and strategy development that meet the needs of youth;
- Acting as the staff liaison to the Youth network as well as to other youth-serving agencies by providing support and expertise (i.e. Foundry Richmond);
- Developing, administering and managing the City’s Youth Services budget.

**Knowledge, Skills & Abilities**:

- Extensive knowledge of the youth field and youth demographics including relevant research, policies, programs and community initiatives;
- Knowledge of government practices and processes;
- Experience working collaboratively with other levels of government, community members and organizations;
- Proven ability in the design and development of initiatives, strategies and policies, and ability to set priorities for concurrent projects;
- Highly developed written and oral communication skills, including report and grant writing, and presentation skills;
- Project management experience, including the ability to coordinate major interdisciplinary projects involving complex and politically sensitive issues;
- Effective leadership abilities and interpersonal skills with proven experience consulting, engaging and coordinating with various stakeholder groups;
- Excellent decision-making, problem solving and analytical skills;
- Ability to work independently and exercise a considerable degree of independent judgement;
- Must have strong computer skills and be proficient in MS Office, including Word, Excel and Outlook;
- Ability to use REDMS or a similar records management system;
- Ability to successfully clear a Police Information Check.

**Qualifications and Experience**:
Completion of a University degree in a discipline pertinent to the job function such as planning, social planning, child and youth services, education, or other related discipline, Master’s level preferred. Minimum 5 years of previous government and/or community experience in youth planning or related areas. We are looking for someone that has extensive background and knowledge of the youth field and youth demographics, as well as knowledge of government practices and processes.

**Working Conditions & Effort**:
Duties are primarily performed in an office environment.
