Qualifications:
**Essential**:
- Completion of post-secondary education in a related field such as accounting, auditing, business administration, statistics or law enforcement. An equivalent combination of related training and experience may be considered.
- Experience with planning, preparing, documenting, researching or conducting investigations and/or audits in a highly regulated environment.
- Proven ability with conflict management, with a focus towards resolution.
- Proven ability to build collaborative working relationships with internal and external stakeholders.
- Strong interpersonal and teamwork skills.
- Strong verbal communication skills.
- Strong written communication skills.
- Strong analytical and problem solving skills.
- Proven ability to work independently with mínimal supervision.
**Desired**:
- Experience with quasi-judicial committees/boards or legal proceedings.
- Experience with medical practitioner billing, medical remuneration, or health insurance.
- Knowledge of The Personal Health Information Act and The Freedom of Information and Protection of Privacy Act.
**Duties**:
The Audit and Investigation Officer is accountable for developing and implementing investigation plans for the identification of areas of potential loss to Manitoba Health, including conducting risk assessment, developing investigation plans, querying database systems, analyzing billing patterns, preparing statistical sampling of service provider claims and requesting service provider documents, conducting audits for compliance with legislation, policies and agreements, reporting on audit results, conducting interviews and obtaining statements; preparing reports for review hearings, and civil litigation proceedings; and recommending internal system changes where appropriate.
The Audit and Investigation Officer is responsible for auditing medical practitioners’ claims submissions to identify trends and deviations and initiate appropriate action. This position is also accountable for establishing effective relationships with a wide cross-section of stakeholders, including departmental, provincial and national government officials, professional associations and police agencies.
