**POSITION OVERVIEW**:
Reporting to the Director of Community Social Development (CSD), the Manager of Community Social Development provides direct support to the Director, in collaboration with other members of the department leadership team and is responsible for setting direction and aligning resources within the assigned portfolio that may include the department's community development team, outreach team, and other strategic initiatives.

The Manager of Community Social Development focuses on mobilizing the team to be responsive to community needs and priorities while maintaining alignment with the City's strategic goals and other guiding documents such as the Social Sustainability Plan. In order to achieve this one must stay informed and have an understanding of best practices and evidence-based approaches, and work from a strength-based lens.

This position is a generalist role within the human services, with responsibility that spans direct program/initiative delivery to addressing social issues on a mezzo
- and macro-level scale through high-level, systems change initiatives and large-scale project management. This is highly relational role that builds and maintains strategic networks (internally and externally) to optimally achieve positive outcomes related to social-wellbeing and to address complex social issues. One must be well prepared to respond to community needs and emerging trends.

**RESPONSIBILITIES**:

- Manage the daily operations of relevant sections, setting goals and expectations for the team, making decisions regarding staffing matters, and ensuring the overall efficiency of the services provided by the team.
- Support and promote an atmosphere of continuous improvement, self-assessment, and fidelity to the City of Spruce Grove's guiding principles and values to ensure efficient and effective delivery of programs and services provided by staff within the section as well as continual enhancements to community-facing programs, services, and initiatives, along with any other assigned projects.
- Receive and investigate complaints, concerns, or inquiries relative to the section while maintaining a high level of professionalism. Ensure appropriate action is taken in a timely and professional manner.
- Facilitate and/or participate in strategic planning or operational planning for section and ensure alignment with Council's Strategic Plan and other relevant departmental documents. Ensure that strategic and/or operational plans reflect community needs (complex social issues) and emerging trends.
- Manage delivery of all programs, initiatives, services, and other relevant projects within assigned portfolio and ensure alignment with the Family and Community Support Services (FCSS) mandate (as applicable).
- Plan and effectively manage operational budgets as assigned and provide input and advice to the Director on the department's annual budget and operating/capital initiatives for submission to the corporate plan.
- Oversee and manage the outcome evaluation process, analysis, monitoring, and reporting in accordance with the provincial FCSS program requirements, grantors, and/or other entities where reporting is applicable.
- Communicate with organizational leadership and other internal departments on matters of interest. Prepare briefing notes, monthly reports, and any other required documents to reflect section operations.
- Develop and foster relationships with all levels of government and community partners. Build and maintain a professional network of contacts. On an ongoing basis, evaluate strategic efficiencies between groups and organizations and facilitate connections between aligned groups.
- Provide guidance and support to community groups and initiatives to build capacity and support community-led responses to social issues, where able.
- Evaluate and support City-led or managed projects to transition to community-based ownership, where applicable, utilizing project management and change management skills, and support strategy through the partnering cycle or another effective partnership model.

**QUALIFICATIONS**:

- Proof of a Bachelor's degree in Community Development, Social Work, Sociology, Humanities & Social Sciences, or related field. Must hold an active membership with the Alberta College of Social Workers (ACSW).
