Public Works Manager

**Position**:
This is a Senior Management position that requires administrative, operational, and supervisory responsibility and repair of WIFN assets with the inclusion of emergency services. To plan, supervise, direct, and coordinate all activities of the Public Works Department; to ensure high-quality services at a reasonable cost; to develop a service-oriented culture and use effective performance management; to follow the Walpole Island First Nation philosophy, policies, and regulations.
**Requirements**:
A. **SKILLS**
- Ability to set priorities, organize workload, and organize workspace.
- Ability to liaise with inter-governmental bodies and outside contractors.
- Ability to work under pressure and meet deadlines
- Excellent leadership and team management skills
- Strong problem-solving abilities.
- Ability to effectively supervise and motivate departmental staff.
- Knowledge of theory, principles, practices, and techniques of public works, in areas including General Operations (Roads, Garage, Building Maintenance, Cemetery), Water and Wastewater (trucked services, utilidor, water, and wastewater treatment), and Sanitation (landfill and waste transfer stations, waste collection)
- Possess visionary capabilities and conceptualization abilities for planning and the capacity for implementation.
- Ability to analyze complex engineering and maintenance issues to evaluate alternative solutions, and develop sound conclusions, recommendations, and courses of action.
- Knowledge of the principles and practices of public administration, budgeting, purchasing, the maintenance of public records, and the organization and functions of an elected Council.
- Ability to minimize risk and lawsuits - ensure safety for the community and prevent accidents and mishaps.
- Self-motivated individual with excellent communication and interpersonal skills.
- Fundraising capabilities and ability to maximize funding sources to operate the department.
- Competent computer skills using Microsoft Office products and the ability to learn new technology and software programs.
- Knowledge of relevant laws and regulations
B. **EXPERIENCE**
- Experience working with a First Nation or other Indigenous community.
- Proven experience as a Public Works Manager or similar role
- Minimum of 5 years’ experience in road maintenance, (preferably in a First Nation community) of which 2 years had supervisory capacity with significant responsibility.
- Preference is 5 years’ experience in a Municipal/Transportation Engineering environment, including experience in positions with significant responsibility and supervision.
- Experience administering an Occupational Health and Safety program to ensure compliance with legislative requirements.
- Experience in Contract Administration, Project Management, and Tendering.
- Experience operating heavy equipment is an asset.
C. **EDUCATION**
- Post-secondary diploma or degree in Civil Technology and/or Transportation Engineering Technology or a Master of Business administration with 5 years of related experience.
- Completion of the T.J. Mahoney Road Course and the Anderson School sponsored by the Ministry of Transportation would be an asset.
- Capabilities for financial management, preparing budgets, and reading financial statements.
D. **OTHER**
- Valid Ontario Driver's License.
- Possession of AZ and/or DZ license.
- Provide a satisfactory Police Record Check upon request.
- Must be physically fit and able to perform labour-intensive duties as required and maintain any and all license requirements.
- Willing to participate in training deemed necessary by the employer.
**Responsibilities**:
The Public Works Manager will be responsible for the following:
- Responsible for ensuring the community infrastructures are maintained at a high-quality standard. (i.e., roads, water treatment plants, bridges, public parking lots, parks, band buildings, etc.).
- To prepare budget estimates and ensure compliance based on full life cycle costing basis for capital investment and replacement needs, ensuring maintenance of high-quality infrastructure.
- To promote a customer service orientation and focus among staff; to develop staff to be highly skilled, safety conscious, innovative, and motivated; to foster a spirit of cooperation and teamwork amongst the departmental employees.
- Responsible for the development and implementation of business plan (work plan), resourcing and staffing requirements, and managing performance to achieve the targets. Enable team members to work towards the realization of the vision by ensuring they have a sound understanding of the First Nation's vision and the strategic plans for bringing it into alignment.
- To work in conjunction with the Public Works Committee in the development and annual revision of the five-year road construction plan; to obtain cost estimates to submit for consideration in the capital planning exercise.
