**Main Purpose and Function**

The Manager of Parks leads a staff team responsible for initiating, supervising and coordinating horticulture services within the Vancouver Board of Parks and Recreation. This position provides overall leadership and co-ordination of the development and implementation of improved policies, standards, measures, and new programs on a City-wide basis for the Parks Division.

**Specific Duties and Responsibilities**
- Leads all horticultural services for the Park Board including Stanley Park, Downtown Parks, Queen Elizabeth Park, VanDusen Botanical Garden, Bloedel Conservatory, and Sunset Nursery.
- Develops and delivers the implementation of the EDI framework for Park Operations.
- Responsible for coordination with Decolonization Arts and Culture and the Nations.
- Responsible for coordination and delivery of services for Business Services.
- Responsible for the Stanley Park Emergency Plan delivery, coordination, implementation, and management.
- Develops and implements short-term and long-term operational strategies, plans and targets ensuring alignment to the Strategic Plan.
- Develops, recommends and administers an annual budget of approximately $15M for the unit
- Monitors and reports on key performance indicators and ensures delivery of financial objectives.
- Assesses service delivery models and develops business case proposals for new or revised service delivery models. Develops strategies and identifies opportunities to optimize service delivery.
- Promotes community development, partnerships, ensuring active participation, and effective public consultation for all Parks related programs and initiatives.
- Collaborates with senior management and other partners on the implementation and monitoring of the objectives as outlined in the Strategic Plan. Identifies risks and develops mitigation strategies to minimize any environmental impacts.
- Identifies and facilitates partnership development opportunities with internal Divisions, other municipalities and external partners. Negotiates service level/partnership agreements and oversees the management of agreements.
- Manages, motivates, trains and develops the unit’s staff, ensuring effective teamwork, high standards of work quality and organization, performance, continuous learning and encourages innovation in others. Identifies and co-ordinates Parks Division professional development and succession planning initiatives.
- Leads and manages the grievance process for unionized staff, including hearing grievances and writing grievance responses on behalf of the department.
- Leads Occupational Health and Safety initiatives, ensuring compliance and consistency to promote a strong culture of Health and Safety.
- Leads, manages and/or participates in other Committees as required, such as the Greenest City Action Plan, Central Safety Committee, Sunset Safety Committee, and the Labour Management Monthly Meetings.
- Responds to Commissioner Requests, media and public enquiries and complaints in a timely manner. Oversees research and preparation of reports, presentations and communications on behalf of the Division.

**Qualifications**

Education and Experience:

- University and or/graduate degree in a discipline pertinent to the job function combined with relevant management training experience, and minimum 10 years current related management experience gained through progressively more responsible positions, preferably in a Union environment in functions of administration, operations planning, design and implementation, project management and community development, or equivalent combination of education and expertise.

Knowledge, Skills and Abilities:

- Ability in project management and large scale work planning, including experience analyzing current practices and making recommendations for change, including measuring and monitoring to ensure best practices.
- Extensive experience in the supervision of staff, including the ability to motivate and develop a high performing work team.
- Financial acumen in managing budgets over $10M.
