The Business Development Analyst will conduct research and business management analysis to support the implementation of Corporate and divisional initiatives in order to improve customer service delivery, business process re-engineering, program and service improvement. As well, it will identify opportunities to improve customer service delivery, capture business requirements, develop/ maintain documentation related to processes/procedures and conduct training in support of Corporate and divisional operations, system enhancement initiatives and emerging issues as it pertains to Infrastructure & Development Services' (IDS) programs.

**Major Responsibilities**

Your primary responsibilities as a Business Development Analyst will be varied, but you will be expected to:

- Implements detailed plans and recommends policies/procedures regarding program specific requirements related to divisional initiatives.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Works with the management team to define the scope of operational projects and develops sub
- project work plans and schedules.
- Oversees the implementation of sub-projects for Unit/Section/Divisional initiatives.
- Coordinates the implementation of identified change management initiatives, operational sub-projects and corresponding communication, documentation and training requirements for the Division.
- Coordinates project activities and monitors work output to ensure results are achieved within specified time frames and budget restrictions. Identifies, assesses, documents and assists in the implementation of business process re-engineering initiatives including evaluating financial alternatives, performing cost benefit analysis related to implementation of alternative service delivery.
- Develops options for policies, procedures, business process reviews, and management practices and recommends changes to support management function and improve effectiveness and efficiency of service delivery.
- Develops a plan to aid in harmonizing/optimizing the work plan practices and identifies inefficiencies within a functional group.
- Leads requirements gathering sessions with business representatives to perform business process mapping & business needs analysis.
- Prepares business requirements documents that clearly define the business problems, business objectives and options/solutions.
- Provides advice to management team regarding corporate initiatives, research and reports. Reports on staff roles and responsibilities and provides an evaluation of practices and associated staff and budget implications.
- Assists in project sizing, resource estimates, scope, and requirements.
- Provides and advises on technology solutions to meet business area needs.
- Acts as a change agent with a steadfast focus on business process optimization while leveraging best business practices.
- Collaborates with stakeholders across the organization and maintains transparency on all open issues & projects through good communication. Continually assess new solutions and evaluates processes to ensure that technology solutions continue to meet and exceed client & divisional expectations.
- Assesses, diagnoses and corrects complex problems.
- Assesses, translates, and documents both technical and functional specifications. Liaises with Technology Service Division (TSD) regarding ongoing systems issues.
- Contributes to the work involved in the design, build, testing, deployment and support of overseen initiatives.
- Integrates information from other stakeholder plans to identify cross project dependencies or project requirements and ensure transfer of information is continually met.
- Works closely with other units/sections in the Division and across IDS to make necessary updates/changes ensuring alignment of business goals.
- Finalizes the detailed inventory of policies, standards and business processes, and identifies information gaps and opportunities for more efficient interdivisional business processes.
