Rural and Agri-food Business Development Specialist

**Job Description**:
**POSITION PURPOSE**:
Reporting to the Program Manager, Rural and Agri-Food Initiatives, is responsible for providing support, analysis, and advice with respect to the development, delivery and execution of the York Region Agriculture and Agri-food Strategy and supporting the development of the economy in the rural areas of the Region, providing support to foster strong communication and collaboration between the Region, local municipalities and the agri-business sector and to support business retention and expansion within the rural, agriculture and tourism sectors across York Region, participating in and planning initiatives related to rural development and agriculture, including business plans, and expenditure forecasts; conducting performance measurement activities, and recommending appropriate actions; supporting and providing advice for various quality initiatives that drive continuous improvement throughout the Department.

**MAJOR RESPONSIBILITIES**
- Provides expertise in the delivery, monitoring and updating of the York Region Agriculture and Agri-food Sector Strategy.
- Leads the coordination of York Region Agriculture and Agri-Food Advisory Committee (AAAC) meetings, participating in the Golden Horseshoe Food and Farming Alliance (GHFFA) working group meetings and other sector related organizations and activities by taking a lead function in coordinating, project managing action items of the working groups and collaborating and sharing information with appropriate stakeholders.
- Performs research and analysis (using tools such as Geographic Information Systems (GIS)) on the agri-food sector and rural economic development trends and issues and provides advice/recommendations.
- Provides support to the Program Manager by leading the development and implementation of communication plan for Agriculture and Agri-food Sector Strategy.
- Assists with the preparation of Department program specific reports and presentations to Committee and Council as required.
- Fosters strong communication and collaboration between the Region, local municipalities and the agri-business sector and support business retention and expansion within the rural and agriculture sectors across York Region by leading the development of messaging surrounding economic development in rural, agri-food, and tourism sectors, collaborating with local municipal partners to disseminate information via various channels and working closely with local municipal partners to support agri-food and rural initiatives.
- Co-ordinates financial reporting requirements and assists with the development of financial management reports, statistics and forecasts to provide the necessary information to the management team and to provide efficiencies in carrying out reviews and external reporting requirements.
- Assists Planning and Economic Development Branch Management in developing Key Performance Indicators (KPI) for major program areas and analyzes results to identify and make recommendations on efficiency improvements.

**QUALIFICATIONS**
- Successful completion of a University Degree in Business/Public Administration, Economics, Agriculture, Marketing or approved equivalent combination of education and experience.
- Minimum three (3) years demonstrated experience leading multi-stakeholder projects and programs, and managing rural economic development and agri-business activities.
- Knowledge of planning and economic development principles, concepts, practices, methods and applicable legislation, especially as they relate to agriculture, agri-business, and rural development.
- Knowledge of organizations, industry associations and government policy and programs related to economic development, agriculture and tourism.
- Demonstrated presentation skills to present information to varied audiences and advanced writing skills to prepare detailed reports/materials of varying complexity.
- Ability to work effectively in a professional project team environment and with government officials, business leaders, community partners and the broader public.
