The Department of Seniors, Community and Social Services leads seniors, income, employment, disabilities and community-based supports, family violence prevention, and family & community support services. The department serves vulnerable populations such as AISH and the seniors benefit to ensure income supports are available. While working with the social services sector to address work force challenges, affordable housing, families in need through the foodbanks network, the growing demand for seniors’ lodges and facilities, and mental health and addictions networks to align policies with a recovery-oriented system of care.

The SCSS Modernization Office is responsible for the modernization and digital re-engineering of SCSS programs to deliver simpler, faster and more cost-effective services that better meet the needs of Albertans, staff, service delivery partners and others. The office is an integral part of the SCSS Digital Transformation to enable the SCSS Digital Road map and vision "SCSS will provide simple, modern and accessible digital services that empower Albertans to achieve their goals."

**Role Responsibilities**:
Reporting to the Manager, Business Operations and Modernization, the Digital Product Owner is a key resource in the mandate of the Seniors & Community Social Services (SCSS) Modernization Office with operational responsibility for delivering the digital services.

The Digital Product Owner, working closely with the Ministries of Technology and Innovation (T&I), has operational responsibility to help drive the design, development and implementation of digital products and services related to Employment and Financial Services to improve client and staff experiences.

The Digital Product Owner is responsible for working with SCSS Digital delivery partners to realize the project outcomes inclusive of operations, government technology providers including T&I and contracted resources to ensure digital services are effectively prioritized, developed, and implemented within an established governance framework and overarching strategy.

Key responsibilities of the Digital Product Owner:

- Lead the development and delivery of new digital services.
- Identify business needs, requirements and opportunities.
- Define the product vision and strategy.
- Collaborate and consult with a broad group of stakeholders.
- Make product decisions.
- Provide leadership and guidance to the development team.
- Ensure product quality.
- Facilitate demos to leadership, partners and stakeholders.
- Evaluate and report product progress.
- Review and monitor completed work.

The position works within a complex environment including the Modernization Office branch within the Strategic Services division, the Employment and the Financial Services division, and T&I and must build effective relationships to be successful in delivering new digital services that meet user and business area needs.

The Digital Product Owner must be an innovative and collaborative leader to create and maximize the value of the products/services being developed, defining goals, and creating the vision for digital services prioritized on the SCSS Digital Road map. The Digital Product Owner works independently and is accountable for delivering results that impact larger populations of external and internal stakeholders.

**Qualifications**:
University graduation in a related field plus 4 years progressively responsible related experience; or equivalent as described below.

Equivalencies will be considered: Directly related experience or education considered on the basis of one year of experience for one year of education or one year of education for one year of experience.

- Proven track-record in agile methodology within a digital team environment
