Planner - Maintenance and Construction

**Overview**:
The Planner, Maintenance and Construction is responsible for the organization and performance of, and execution of planning maintenance and construction activities, projects, and programs for the District’s facilities. The individual will collaborate with trades staff, management, consultants, and contractors to ensure alignment of planning and projects with the District’s Education Plan. They will monitor funds and time required for the planning, design, and implementation of maintenance and construction projects of varying size and complexity and will support the assignment of work to trades and grounds personnel based on the preventive maintenance program. The Planner, Maintenance and Construction reports to the Senior Manager, Maintenance and Construction and works closely with all Facilities managers, trades supervisors, and school administrators.
**Primary Responsibilities**:
Develop, maintain, and oversee the Computerized Maintenance Management Systems (CMMS) for the Maintenance and Construction department in collaboration with VSB Facilities Managers and workshop administrative personnel.
Collaborate with the Ministry of Education and Childcare to coordinate facilities audits.
Work with Facilities maintenance and construction managers to develop comprehensive work plans for buildings and grounds assets, covering preventive maintenance, routine maintenance, response/corrective maintenance, cyclical renewal, and deferred maintenance.
Provide consultation and support to Maintenance and Construction management on work planning, scheduling, work order backlog issues, and the status of maintenance support services.
Collaborate with Facilities management and planners on major maintenance and facilities improvement projects.
Co-develop and manage the District’s Facilities Renewal and Upgrade Program with the Senior Manager, Maintenance and Construction. This program informs the Annual Facilities Grant (AFG) spending plan and Minor Capital Plan submissions to the Board and the Ministry of Education and Childcare.
Assist Maintenance and Construction managers and supervisors in planning and scheduling upgrade and renewal projects.
Oversee projects in progress to ensure compliance with the District’s maintenance and construction standards and alignment with the Education Plan.
Inspect work in progress for future improvements to maintenance and construction programs and for labor analysis purposes.
Coordinate with the Vancouver Project Office (VPO) and serve as a liaison between VPO Project Managers, Maintenance and Construction staff, and contractors performing the work.
Process routine response/corrective architectural and structural maintenance work requests.
Receive, review, and investigate requests for school site improvements and building modifications based on the established work-order submission system.
Monitor the progress of maintenance and repair projects.
Inspect specifications of completed projects for accuracy, completion, and compliance with established work orders.
Facilitate, coordinate, and lead collaborative walkthrough sessions involving various trades and project managers throughout the lifecycle of major capital projects, including construction, substantial completion, and warranty periods.
Conduct contractor job progress walkthroughs for minor and major capital projects, covering upgrades, replacements, and warranty cycles of the District’s Facilities.
Prepare scopes and requirements to facilitate the preparation of Request for Proposals (RFP) and purchase orders.
Maintain records and provide performance and cost data reports.
Author internal maintenance-related correspondence and memoranda.
Ensure compliance with all applicable legislation, policies, and guidance, including but not limited to Board Policy and Administrative Procedures, Collective Agreements, WorkSafe BC regulations, Vancouver Coastal Health guidance, BC Fire Code, BC Building Code, etc.
**Qualifications**:
