The Office of Safety and High Risk (OSHR) at the University of Toronto is a tri-campus office that is mandated to identify and manage high risk and safety concerns related to University students, staff, faculty, and institutional reputation.

Under the direction of the Executive Director, Office of Safety and High Risk, the incumbent develops integral relationships with tri-campus senior academic and leadership teams and provides consultation, guidance and support on issues related to reputational, safety, violence risk, threats, behavioural and mental health concerns and ensures that subsequent case management is compliant with all applicable policies, protocols and legislative frameworks.

The incumbent acts as senior advisor and primary contact for the senior academic and administrative leadership for single department designated faculties (i.e., the designated faculties):

The incumbent acts both as a senior advisor and liaison between the designated faculties and the Office of Safety and High Risk, responsible for developing and maintaining relationships to ensure key stakeholders are kept appraised of the status of active cases and supports in moving cases towards resolution. The incumbent is responsible for the front-line assessment of needs, making appropriate referrals, providing recommendations for case management for issues that require a coordinated response, and ensuring that the designated faculties manage and respond to cases as outlined within the appropriate policies and procedures.

The Director prepares and delivers concise and high-level briefings for senior administrators and relevant committee meetings, both orally and in writing. The incumbent identifies and communicates points that require institutional decision-making and approvals. The incumbent ensures that files are managed according to direction and approvals from committees or Executive Director, Office of Safety and High Risk. The incumbent ensures follow up by other offices on outstanding matters and next steps of parties involved in high risk case management. The Director has an understanding of internal policy, legal, criminal, processes and ability to write formal letters explaining these processes to recipients (students, staff, and faculty) in consultation with the appropriate advisory offices.

The Director is a standing member and holds a leadership role within the University’s Crisis Framework. The incumbent supports the OSHR in providing expert advice and assistance to faculty, staff and administration on the development of critical indent response protocols and policies within designated faculties. The incumbent works with administrative teams to implement the University’s Crisis Framework at the local level, including the coordination, development and facilitation of a wide range of response plans. The incumbent provides support in responding to and coordinating various activities as a result of crisis situations and/or critical incidents and assumes a critical leadership role for post-incident recovery for designated faculties.

In addition to working knowledge of the Ontario Human Rights Code, Bill 132, Occupational Health and Safety Act, the Mental Health Act and the Criminal Code of Canada, the incumbent is familiar with the University of Toronto Code of Student Conduct, Sexual Violence Policy, Residence Codes, Athletics Codes, Human Resources Guideline on Civil Conduct, the Guideline for Employees on Concerns and Complaints Regarding Prohibited Discrimination and Discriminatory Harassment, and the University of Toronto Workplace Violence Program.

The incumbent works collaboratively with the offices of Campus Safety, Community Safety, Human Resources, Labour Relations, Workplace Investigations, Office of the University Counsel, Communications, Office of the Vice Provost, Students, Office of the Vice-Provost, Faculty and other central University offices. The incumbent liaises with such services and completes on-site follow up and support, as necessary.

The incumbent develops and manages systems (and related protocols) to maintain timely, detailed, secure, and confidential case files and records, which adhere to all University retention and FIPPA policies.

The Director acts as designate for Executive Director, Director, Office of Safety and High Risk, as required.
