**Housing Supply Research Specialist**

Reporting directly to the CEO and under the guidance of and in consultation and collaboration with the Manager, Housing Supply, the Housing Supply Research Specialist works to lead existing End Homelessness Winnipeg research and reporting. The Specialist will provide guidance and recommendations on new research opportunities, which will include researching the feasibility of an Indigenous-led Manitoba housing authority, establishing a Winnipeg Housing Supply Strategy, and other policy and programs that will assist in increasing the supply of and access to housing units in the community to meet targets for ending homelessness.

**Key Duties & Responsibilities**
- Act as an advisor to the Manager, Housing Supply to review and critically respond to housing policy that impacts the availability of housing for people experiencing homelessness
- Research monitor, assess, and interpret Municipal, Provincial, and Federal legislations, documents, reports and announcements that impact local housing and homelessness initiatives
- Research and evaluate social policy/programs using a range of methodologies
- Research and report on best practices to increase housing supply
- Research and develop materials and report on current Housing Supply pillar projects as well as provide strategic input on new research opportunities
- Support the Manager, Housing Supply on reporting research and project findings to the CEO, Housing Supply Action Committee, Board of Directors, and other stakeholders as necessary
- Assist, facilitate, and/or provide backbone support to various committees and sub-committees including but not limited to the Housing Supply Action Committee and the Gizhe Waa Ti-Sii-Win Service Delivery Expo

**Administration**
- Assist the Manager, Housing Supply with writing grant and funding proposals
- Provide briefs and updates on community issues, concerns, and opportunities

You are passionate about ending homelessness and have an in-depth understanding of homelessness and housing, as well as the needs of particularly vulnerable and over-represented populations and the issues affecting many homeless and low-income people. You also possess the following qualifications or an equivalent combination of education and related experience:

- As EHW is committed to reconciliation and the inclusion of an Indigenous world view, experience with the practice of Indigenous culture, history, knowledge systems, and Indigenous community relationship building practices and protocols is required
- Post-secondary degree in city planning, community development, Indigenous studies, social services, or related discipline
- Experience in researching and reviewing Municipal, Provincial, and Federal policies and laws that impact land use and development
- Strong analytical and research skills including the ability to synthesize and summarize information relating to policies and programs that affect homelessness
- Strong qualitative and quantitative data collection and analysis skills
- Broad understanding of traditional and alternative engagement methods. Training in the Collective Impact approach will be considered an asset
- Strong written and verbal communication skill with the ability to communicate complex issues to various audiences in various formats
- Ability to lead and/or facilitate small and large group discussions
- Experience in grant proposal writing would be considered an asset
- Working knowledge of community issues such as homelessness, colonization, poverty, etc.
- Excellent interpersonal and conflict resolution skills
- Demonstrated ability to establish and maintain working relationships with various stakeholders such as community organizations, Indigenous leaders, and Government
- Knowledge of the historical factors that continue to impact Indigenous people with regard to homelessness

Salary range: $57,030.49 to $66,113.97 depending on qualifications and experience.

This is a 2-year Full-Time Term position ending March 31, 2025, (with the possibility of becoming permanent)and is unionized under MGEU Local 439.
