**SUMMARY OF FUNCTIONS**:
Reporting to the Director, Finance, the Manager of Financial Aid & Financial Services is responsible for managing the Student Awards and Financial Aid Office and the Student Financial Services Office. The Manager develops and implements policies and procedures to recognize and encourage student success, and to minimize financial barriers faced by prospective and current students.

**DUTIES & RESPONSIBILITIES**:
**Provide Support, Advice, Guidance and / or Recommendations (35%)**
- Provide advice to the Director, Finance as required regarding any contemplated changes in student fees, student employment work study scholarship policy etc. Includes assessing and summarizing the financial consequences to the university and impact on the student body of any proposed changes (i.e. Student Access Guarantee)
- Assist in the preparation of the University’s response to government initiatives, surveys, and submissions to government bodies regarding fees and financial assistance
- Act as a resource to various committees, (i.e. Graduate Studies Senate Committee, Academic Awards, Appeals and Petitions Committee)
- Sit on the Ancillary Fees Committee
- Provide advice to Department Heads and Deans during the planning and implementation of new programs to ensure program design will result in OSAP eligibility for students where possible. (e.g. post baccalaureate)
- Assess the impact of the Student Access Guarantee for any new programs
- Advise and makes recommendations to the Director, Finance and the Registrar regarding the amount and timing of deposits, fee payments, and collection measures
- Analyze financial data collected from the various current and graduating student surveys, and when warranted, makes recommendations for policy change to senior administration
- Provide policy advice and direction regarding needs-based funding, scholarships and student work programs to ensure equity amongst competing faculties as well as administration, competing campuses, graduate and undergraduate programs, full time and part time students, entering and continuing students, students with disabilities etc.

**Liaise with Internal and External Departments/Agencies (35%)**
- Participate on various Provincial and/or National Committees to uphold Nipissing University’s profile while lobbying for the betterment of our students (i.e. Canadian Association of Student Financial Aid Administrators, Ontario Association of Student Financial Aid Administrators, Ontario Registrar’s Association (OURA)
- Liaise with Advancement personnel to enhance donor relations and refine award criteria
- Confer with Athletic Staff/Recruiters to prepare a “Financial Aid Package” for potential varsity athletes
- Attend the University Fair as the Financial Aid/Student Awards representative
- Prepare submissions for OSAP funding approval for all new programs at all campuses
- Liaise with faculty throughout the year to confirm academic progress of students
- Liaise with Assistant Vice-President, Students on individual student cases by exercising discretion where warranted to retain at-risk students
- Liaise with different programs regarding funding
- Represent the Student Awards and Financial Aid Office and Student Financial Services at various events such as New
- Student Orientation, high school presentations and local applicant sessions (includes OSAP presentations to local high schools)
- Act as the primary resource/contact with the Ministry to resolve issues around OSAP and its associated programs
- Communicate with Finance and Financial Aid personnel from other Canadian Ellucian clients to identify and recommend enhancements to Colleague unique to Canadian clients
- Compile and submits OSAP appeal requests to MCU
- Authorize and releases loan funding for out-of-province students
- Act as primary resource/contact for collection agency contract

**Monitor, Report, Oversee Budgets and Approve Expenditures (30%)**
- Direct and manage the Financial Aid and Financial Service Office
- Assume responsibility for the Student Access Guarantee (SAG) - exercises discretion to assesses if, when, and how the mandate will be fulfilled for each student
- Create institutional policies and procedures to implement and deliver new Ministry initiatives (e.g. Net Cost View)
- Calculate the University’s tuition set aside obligation and recommends how the funds should be allocated amongst the various institutional funding programs
- Monitor the University’s compliance with OSAP regulations, as well as the myriad of Ministry bursary programs
- Create policies, procedures, and processes to monitor and report on academic progress and course load registration for all students in receipt of financial assista
