The Manager, Program Content & Service Delivery is responsible for identifying, preparing and monitoring strategies to support Manitoba's Five-Year Plan for Workplace Injury and Illness Prevention and WCB's strategic priorities. This involves curating content, digital inventory management, promotions, marketing plans, vendor relations and leveraging industry information to optimize performance in the areas of injury prevention and return to work.

**Job Duties**:
Evaluates industry trends, data and stakeholder behavior to build strategies around new programs, promotional material and services that, once implemented, will prevent workplace injuries and illnesses and enable successful return to work as set out in the Prevention Plan and WCB's Strategic Priorities.

Develops and executes a comprehensive content strategy in collaboration with staff that promotes safe work practices across various platforms. Monitors and evaluates key performance indicators, making adjustments and improvements as necessary.

Manages relationships with vendors including procurement, maintaining effective and efficient engagement and performance monitoring.

Works in conjunction with leaders and staff in SAFE Work Manitoba, Workplace Safety and Health, and other WCB departments, to take new programs and services from conception to implementation and sustained operation. Consults with external partners and stakeholders to ensure web-based services and programs are developed with customer expectations in mind.

Establishes program deliverables resulting from the Prevention Plan and WCB Strategic Priorities. Works within a team to identify opportunities for improvement, maintain reporting and analytics across all service areas and ensure optimal service and enhanced efficiencies.

Monitors, evaluates and reports on activities and outcomes as established by SAFE Work Manitoba prevention and return to work priorities including preparation of material for the Prevention Advisory Council and WCB Executive.

Plans and manages projects including: assigning work to project leads; preparing budgets and business cases; overseeing project work, including related documentation; monitoring deliverables; and evaluating outcomes against project goals to ensure continuous improvement.

Presents or participates in presentations in verbal and written format to a variety of stakeholders.

Participates as a member of the SAFE Work Manitoba leadership team, ensures adherence to all legislative and corporate regulations, procedures, policies and philosophies in order to achieve departmental/divisional and corporate objectives and performance standards.

Manages staff issues and provides leadership, guidance, support and direction to the SAFE Work department including: hiring staff, conducting performance reviews and follow-up, identifying training and development needs, coaching and motivating staff, coordinating work activities and deciding on disciplinary action up to and including dismissal where necessary.

Regularly reviews and considers confidential information relating to Labour Relations and Human Resources in programs. Develops business cases to recommend resources necessary to ensure the delivery of services, staffing levels for programs, and how employees may be assigned or re-allocated.

Develops and manages operational and individual goals and objectives. Employs quantitative and qualitative evaluation methods and reviews stats, and makes recommendations/changes to improve work processes and service standards to align with goals and objectives.

Pursues professional and personal development through continuing education and training, literature reviews, and developing external/community contacts and networks.

Participates and represents the Employer on various committees.

Performs other related duties as assigned.

**Qualifications**:
University degree in a related discipline.

Minimum five (5) years progressive experience developing and implementing strategies for the delivery of information across multiple channels using human-centred design principles and methodologies. This includes acquiring and maintaining vendor relations and monitoring performance and adherence to contracts and/or service level agreements. At least two (2) years' experience leading and managing direct reports is required.

Excellent communication skills, verbal and written, including facilitation/mediation, presentation and public speaking skills

Experience in delivering excellent customer service

Knowledge of managerial techniques and principles, preferably in a unionized environment.

Proficiency in the use of personal computers and software in a Windows environment

Well-developed research, analytical, negotiation, problem solving, initiative and independent decision-making skills

Able to utilize tact and discretion in dealing with contentious decisions, complex issues, confrontational contacts, sensitive and confidential information
