**Duties**:
The Deputy Chief supports the strategic direction of the organization by mobilizing both administrative and operational business plans and programs that drive operational excellence through the delivery of corporate programs, activities and initiatives. These program objectives ensure a business line, function or activity effectively delivers on the core mandate, is defensible and measurable and aligns with the organization’s strategic objectives through the effective management of programs and services, including human and financial resources and is accountable for the effective management of those programs, activities of initiatives.

Post-secondary school diploma and/or and acceptable combination of training, education and experience.

Degree equivalency

EXPERIENCES:
Significant* and recent** experience overseeing procurement and contracting programs.

Significant* experience in providing strategic advice and recommendations to senior management on complex procurement activities.

Significant* experience in managing negotiations or consultations with multiple stakeholders such as vendors, clients, legal counsel and/or other government agencies on complex procurement matters.

Significant* and recent** experience in managing a team.

Significant* experience coaching and promoting sound procurement practices, as well as compliance monitoring and reporting.

DEFINITIONS:

- Significant is defined as the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are acquired on a full-time basis over a period of at least five (5) years.

**Recent means within the last five (5) years.

ASSETS:
University Degree in a field related to the position.

Degree equivalency

Possession of any of the following certifications:

- Certified Federal Specialist in Procurement (CFSP), Level II
- Advanced Diploma in Procurement and Supply (CIPS), level 5 or above
- Certified Professional in Supply Management (CPSM)

Experience in the management of a workforce engaged in a fast pace, complex, high risk, high dollar value procurement and contracting projects.

Experience in the development and implementation of procurement and contracting policies, procedures, and guidelines.

Experience working in a protection/security or law enforcement work environment.

Experience working in a federal government environment or Canadian public sector.
