Deputy Chief Security Officer

The Chief Deputy Security Officer will be a seasoned security practitioner, assuming a lead liaison role with the government of Canada lead security agencies (Canadian Security Intelligence Service, Communication Security Establishment, Royal Canadian Mounted Police, Canada Boarder Services Agency, etc.). It will represent NRC on government of Canada ad hoc security committees, and will be the liaison with security executives of the Treasury Board Secretariat and the Privy Council Office. Operational planning and secretarial duties of the NRC Security Management Committee will also the responsibility of this position. Additionally, it will lead and manage the Security Branch investigation, incident and intelligence processes which deal with very sensitive information on a daily basis, which, if mismanaged, could cause harm to employees or the NRC’s reputation. Finally, policy, reporting and project coordination will fall under the Chief Deputy Security Officer. The Security Branch is responsible for safeguarding the NRC’s essential resources: its people, information and assets.

**Education**:
University degree in a field relevant to the position.
A combination of education and required experience in the field of security investigations may be considered.

**Experience**:
- Significant experience with responding to and investigating all reported or potential incidents with a possible security implication.
- Significant experience with collecting and analyzing evidence to identify the root cause of potential security incidents which includes conducting interviews with appropriate groups and/or individuals.
- Significant experience with administering an incident management program and processes including the development and leadership of multiple concurrent remediation processes, ensuring proper containment, eradication, recovery and production of required post incident reports.
- Significant experience interacting with multiple internal and external response partners including lead agencies (CSIS, RCMP, SSC, and CSE) as required.
- Significant experience in analyzing complex issues and making recommendations to senior management.
- Significant and recent experience managing human resources including direct supervision of staff, assignment of work and managing employee performance.

- Advanced knowledge of implementation of investigative techniques to follow-up reported incidents, identify and verify reports and sources of further information such as operational reports and visitor logs, conduct on-site interviews and examination of physical infrastructure and facilities, and record findings for further prevention, mitigation and/or recovery from future incident of this nature.
- Advanced knowledge of physical security concepts and standards, personnel screening and information security standards, all in accordance with the Policy on Government Security.
- Knowledge of controlled goods & ITAR.
- Ability to effectively manage and deliver a service in a complex and continuously changing business and technology environment.
- Demonstrated broad understanding of relevant business and industry issues, and of internal and external factors that impact directorate operations.
