Position Summary

Reporting to the Director, Member Services and Strategic Partners, the Public Affairs Manager works collaboratively with OSPE staff, volunteers, and stakeholders. The position directs the research, development and implementation of strategies for government related and public policy issues affecting the economic and professional interests of engineers. Responsible for strengthening policy development initiatives and OSPE’s legislative/regulatory agenda with research and other related activities including report writing and communications, including print and web-based, in order to advance the advocacy agenda within the Strategic Plan and department budgets.

The position is actively involved in outreach to government and other associations to engage key stakeholders in dialogue with respect to existing and emerging policy and government relation issues.

**Key Duties and Responsibilities**

1. Identifies, research and monitors issues of importance to the engineering profession, such as energy, infrastructure, environment, research and innovation, and the labour market.

2. Participates in consultations with stakeholders, both internal and external, to inform policy direction and responses.

3. Manage force activities; assumes responsibility for the completion of action items by working with committee Chairs and staff; drafts policy submissions and letters to government; and monitors government legislation.

4. Contributes to progress reports for the department, the CEO and members of the Board of Directors, including the preparation of Board data sheets.

5. Participates in OSPE-wide initiatives to engage members in the Society’s advocacy mandate.

6. Drafts policy position papers and issues statements, prepares and analyses surveys, responds to research requests from OSPE task forces, and prepares public-facing communications pieces, including articles for OSPE’s Society Notes blog and The Voice magazine.7. Manages the tracking of advocacy section of OSPE website for updates; scans relevant stakeholder websites for emerging issues and relevant media articles.

7. **Department Manager.** Develops departmental operations plan to ensure achievement of departmental objectives and contribution to OSPE objectives. Develops resource plans (people, financials, systems) to support the operations plan. Executes approved operations plans and tracks performance against plan, against budget, and against agreed performance measures. Adjusts the plan (including HR and financial needs) to reflect experience and performance, attempting to optimize performance with the resources that are available.

8. **Supervise departmental staff.** Update and maintain job descriptions, goals and targets for each staff member. Staff is informed and knowledgeable about the expectations of OSPE and their department. Ensure staff meets OSPE and departmental performance objectives, are aware of and aligned with the values of the organization and comply with all human resources policies (such as the Code of Conduct) and procedures. Develop professional development plans for each staff member that support the career goals of each staff member and the objectives of the department. Monitor performance and communicate with staff where shortfalls are identified; take corrective action where performance deficiencies persist. Conduct performance reviews and recommend disciplinary action or termination when appropriate. Issues are addressed promptly, and the staff is treated in a fair and equitable manner.

**Credentials Required**
- Degree in public policy, public affairs, political science, or a related discipline, and at least three years equivalent or related experience

**Skills Required**:

- Excellent research/analytical skills;
- Superior writing skills, including the ability to prepare high-quality communications materials for a variety of audiences;
- Excellent public speaking and interpersonal skills to deliver presentations to, and lead consultations with, external stakeholders;
- Professional manner, good judgment, accountability and flexibility
- Excellent planning, organizing, time management, problem-solving, and critical thinking skills;
- Government/public sector advocacy and association experience preferred;
- Experience working with and supporting volunteer boards/committees preferred;
- High level of proficiency with Microsoft Office tools;
- Collaborative, team-oriented, and able to work across departments;
- Knowledge of engineering sector an asset;
- Willingness to work flexible/extended hours on occasion

**Job Types**: Full-time, Permanent

Pay: $80,000.00-$100,000.00 per year
