**Job Title: Financial Controller**

**Reports to**:Registrar/CEO and Council

The College of Veterinarians of British Columbia (CVBC) is responsible under the _Veterinarians Act_ for the regulation of veterinary medicine in the Province of British Columbia. The mandate of the CVBC is to ensure that the public and animals are served by a competent and ethical profession.

We are looking for a temporary, full-time replacement for the current head of finance while they are off on parental leave. The contract would be for a duration of 12-14 months. This is a perfect role for someone looking to further their experience in full-cycle accounting in a regulatory environment.

**Duties and Responsibilities**:

- Perform full cycle accounting including bookkeeping functions (as necessary) with no or mínimal staff assistance.
- Oversee and direct the work of the Bookkeeper
- Payroll
- Administration of group benefits and contributions to and management of employee RRSPs
- Prepare an annual budget for Management and Council approval ahead of each fiscal year, and provide ‘budget to actual’ variance reports on a quarterly basis
- Attend occasional Council Meetings upon request, limited to presenting financial reports and budgets (approximately quarterly, held Fridays between 9 am and 4 pm)
- Monitor and follow up on A/R of registrants coinciding with annual licensure requirements
- Track and process monthly invoices received from all contractors and vendors
- Cooperate with auditors to minimize audit testing and expense (usually between late July and mid-August, following June 30th fiscal year end)
- Manage subsidiary of the College: the BC Veterinary Captive Insurance Corporation (BCVCIC) (year-end April 30 with mid-May tax return prepared by auditors). Work with auditors to consolidate into CVBC year-end audit.
- Preparation of year-end T4As
- Assist in performance management processes
- Maintain employee records according to policy and legal requirements
- Attend to other matters as assigned by the Registrar in relation to financial matters and operations.

**Key Competencies (Knowledge, Skills & Abilities)**:

- Prior experience in full-cycle accounting
- Experience working in a regulatory environment.
- Attention to detail and critical thinking skills; excellent documentation and reporting experience
- Computer skills (Microsoft 365 suite including Outlook, Teams, Sharepoint, OneDrive, Dynamics; Adobe Acrobat; Zoom; etc)
- Excellent time management
- Experience with handling confidential information
- Strong analytical abilities, accounting knowledge, good leadership and communication skills, and proficient use of financial software (Sage).

**Confidentiality**:
The Financial Controller is involved in accessing, reviewing and working with confidential staff, registrant and facility information.

**Working with Others**:

- Internal - CVBC staff including direct supervisor, members of management, Council and Committee members, and other office staff/colleagues.
- External - veterinarians, clinic staff, contractors

**Commitment**:Temporary, Full-Time (Monday - Friday, 8:30 am - 4:30 pm). A 12-14 month term.

**Salary**: $80,000; commensurate with experience, with a competitive benefits package for salaried position

**Location**: north Richmond (Bridgeport & Shell Road) - our offices are located in a quiet office park with green space. The office park is easily accessed by all modes of transportation and is serviced by a shuttle bus from the nearby Canada Line station. We are a great alternative to the congestion and bustle of nearby downtown Vancouver and Richmond.

**Salary**: From $80,000.00 per year
