**Job Summary**:
Salary Pending Review

Reporting to the Emergency Management Program Manager the Emergency Management Program Specialist is responsible for an assigned portfolio to assist with development, implementation, maintenance and review of a comprehensive Emergency Management Program for the Region of Niagara.

**Education**:

- Post-secondary degree or diploma in Emergency Management, or other related studies.

**Knowledge**:

- Minimum 3 years of emergency management experience
- Experience in a two tier municipal environment is considered an asset
- Knowledge of the Emergency Management and Civil Protection Act, Ontario Regulation 380/04 and the CSA Z-1600 Standard, government (municipal, regional and provincial), processes and emergency services.
- Provincial certifications including Incident Management System (IMS 100, IMS 200)
- Knowledge of, emergency exercise design, planning and procedures, public education, and emergency information and crisis communications practices.
- Certification in Business Continuity Planning is preferred.
- CPR and Standard First Aid certification

**Responsibilities**:
**_ Working within an assigned portfolio, the Specialist is responsible for:_**:
**_ Assists with the development, implements and evaluates a comprehensive Emergency Management Program in compliance with the provisions of the Emergency Management and Civil Protection Act and Ontario Regulation 380, ensuring readiness of both primary and back up emergency operation centres (EOC). _**_50%_**:

- Ensures the regional government and its emergency operations facilities are in a continuous state of readiness in the event of a regional/municipal emergency through ongoing planning, training, exercise, testing, and awareness initiatives.
- Supports the 12 local municipal Emergency Management Programs, including the sharing of tools, best practices, training and exercises.
- Monitors and assesses emerging trends, issues, information sharing activities and makes recommendations on modifications and/or opportunities.
- Coordinates and delivers the training and exercising for EOC personnel.
- Coordinates the development, implementation and maintenance of the Business Continuity Plan.
- Serves as the Regional Community Emergency Management Coordinator as required.

**_ Executes and monitors corporate emergency/crisis prevention, policies, and procedures, in relation to key areas of emergency management, including prevention, mitigation, preparedness, response and recovery._**_10%_**:
