- Performs duties as a provincial offences officer for the Region’s camera-based enforcement programs (e.g., automated speed enforcement (ASE), red-light cameras, emerging technologies) per provincial regulation(s). This includes receiving and reviewing records and evidence, laying charges when images prove infractions have occurred, and processing and mailing tickets and documents per regulations, Highway Traffic Act, and Provincial Offences Act.
- Duties/Responsibilities
- Investigates potential camera-based offence infractions and provincial regulations and by-laws regulating the use of automated enforcement to determine whether infractions have occurred, in accordance with legislative requirements.
- Organizes evidence documentation to ensure all relevant information supports the issuance of a certificate of offence. Reviews equipment records and photographic evidence of alleged offences under the Highway Traffic Act. - Requests and receives vehicle plate ownership information from the Ministry of Transportation from evidence gathered during investigations, where evidence supports alleged violations.
- Verifies and ensures the equipment used for each infraction has a proper and current certificate of calibration dated within the regulated timeframe.
- Lays charges when sufficient image evidence exists to prove infractions occurred and plate holders can be identified through information received from the Ministry of Transportation (MTO).
- Uses discretion and considers mitigating circumstances when laying charges. Refers complex situations to management.
- Processes and issues penalty notices (tickets) to owners of plated vehicles, per authorities set out in the Highway Traffic Act and related regulations.
- Prints, files, and mails tickets using specialized equipment. Notifies management for servicing.
- Tracks orders served and reports to management. Maintains and operates computerized equipment; and downloads, compiles, and interprets monitoring data.
- Prepares and files evidence required by the courts.
- Ensures confidentiality throughout all processes.
- Files copies of documentation to the municipality or joint municipal partner(s).
- Assists to onboard and train new team members through job shadowing.
- Attends training and meetings as required.

- Knowledge, Skills, and Abilities
- Knowledge and skill in law enforcement principles and practices acquired through a 2-year college diploma in a related field (e.g., police foundations, law and security, public administration), plus 1 year of related experience.
- Must become designated as a provincial offences officer by the Province of Ontario, which requires a police records check, within a timeframe specified by the employer. Will perform related duties until designation is received.
- Knowledge of and ability to comply with policies, procedures, by-laws, provincial regulations and related legislation (e.g. Ontario Provincial Offences Act, Highway Traffic Act). Ability to keep knowledge current.
- Attention to detail to ensure accuracy of information at all times and to avoid missing or erroneous information when issuing tickets.
- Ability to investigate and enforce competently, professionally, and per guidelines.
- Ability to write clear, concise, accurate reports, documents, notes, records, and penalty orders.
- Ability to read and interpret related documents (e.g., by-laws and legislation) and follow instructions and directions.
- Interpersonal and communication skills to work collaboratively with colleagues and staff in other service areas. Ability to participate as an effective team member.
