**Overview**:
**Examples of key responsibilities include, but are not limited to**:
- Provide professional planning expertise on complex policy issues, including land use, housing, environmental issues, heritage, and agriculture and prepare reports and bylaws in a responsive manner.
- Coordinate and maintain effective working relationships with a wide variety of internal/external professional and community stakeholders.
- Investigate and resolve problems related to policy development, including responding to any inquiries or complaints in a professional and courteous manner.
- Completion of Special Projects as needed to effectively carry out the functions of the Policy Planning Department, including preparation and administration of regulations, policies and strategic work initiatives.
- Supervision and coaching of professional planning staff and administrative support staff.
- Responsible for providing technical guidance on complex planning and policy development including procedural requirements, legislative requirement, Council priorities, and long-range planning objectives.
- Review planning staff reports to Council and Committee.
- Act for the Director of Policy Planning in his absence, including attendance at Public Hearings, Council meetings and Committee meetings.
- Undertake detailed Planning studies, and prepare reports on a wide variety of development issues, policies, and matters relating to the Department functions.
**Knowledge, Skills & Abilities**:
- Knowledge and experience in administering the Zoning Bylaw, the Official Community Plan, Area Plans, preparing bylaw amendments and implementing legal requirements.
- Knowledge of planning policy and ability to undertake detailed professional policy studies in a timely manner.
- Ability to work closely with all City divisions, departments, exter nal agencies, the development community and the public in carrying out the functions of the Department.
- Ability to participate in strategic planning initiatives and lead public consultation initiatives on complex planning topics.
- Skilled in analysis and the preparation of written or verbal reports and presentations.
- Skilled in the use of Microsoft Office software including Word, Excel and Outlook and REDMS or a similar Records/Document Management System.
- Ability to juggle multiple priorities effectively; work well under pressure; and maintain a professional and courteous demeanor.
- Ability to successfully pass a Police Information Check.
**Qualifications and Experience**:
- A Master’s degree in Planning, Urban Studies, Geography or related discipline, supplemented by a minimum of 5 years of relevant experience in municipal planning with specific relevant experience in policy planning, land development, and urban design bylaw preparation.
- Membership or eligibility for membership in the Planning Institute of BC and the Canadian Institute of Planners.
- Considerable experience with legal document preparation and review.
- Valid Class 5 Driver’s Licence for the Province of British Columbia.
- An equivalent combination of education, training and experience may be considered.
- Knowledge of urban design principles is a definite asset.
