**Overview**:
This is an exciting opportunity for a qualified professional with extensive experience in finance and accounting to join the Community Safety Division.

As part of a small, agile team, we are seeking a detailed-oriented Program Manager, Budgets and Cost Control to oversee financial aspects for the division such as budgeting, forecasting, financial reporting, and internal controls. The incumbent will collaborate with various City departments to develop and monitor budgets, conducts financial estimates and forecasts, ensure compliance with accounting standards and policies, and implement effective financial control mechanisms. This position is the divisional lead in the City’s annual capital and operating budgeting process. The incumbent will collaborate with managers and directors (including the Richmond Fire Rescue and the Richmond RCMP) in the development and implementation of financial strategies to enhance community safety, optimize resource allocation, and risk management.

The Program Manager, Budgets and Cost Control, reports to the Manager, Community Safety Policy and Programs in the Community Safety Administration Department. **Examples of key responsibilities include, but are not limited to**:

- Ensure that all month‐end financial accounting duties, and all resulting financial reporting is completed in a timely and accurate manner.
- Support the annual operating, capital budgeting and 5 year plan projections, quarterly reporting & financial forecasting, year-end audit and reporting, including but not limited to grant and reserve monitoring, tracking and reporting.
- Analyze and interpret various financial, budget, accounting and cost control information and data and to develop logical solutions to problems related to financial and business processes, budget variance and financial reporting.
- Conduct financial due diligence of contracted services, such as financial analysis, forecast, reconciliation and sensitivity analysis.
- Provide technical financial advice on business operations to ensure compliance with corporate and financial policies, standards, procedures and legislation.
- Support management in special projects and initiatives and ad‐hoc reporting and analysis.
- Build effective working relationships with staff and management and respond effectively to requests for financial information.
- Supervise staff responsible for accounting functions and provide training as necessary.
- Perform other duties/responsibilities as assigned.

**Knowledge, Skills & Abilities**:

- Critical thinker, innovator, and collaborator with a focus on providing accurate and timely information for effective decision making.
- Sound knowledge of municipal government legislations and Council Strategic Plan.
- Demonstrated ability to work collaboratively and cohesively with different stakeholders, including internal City departments and external stakeholders, and present information in non-technical language.
- Demonstrated ability to manage and lead processes to ensure overall goals and corporate objectives are achieved.
- Demonstrated exceptional writing abilities and customer service.
- Proficiency in MS Office, including Word, Excel and Outlook, Peoplesoft, REDMS, or other similar records management system.
- Experience and knowledge of municipal and federal budget process is considered an asset.

**Qualifications and Experience**:

- Completion of a university degree in a related field supplemented by a minimum of 5 to 7 years of progressive experience in finance and accounting, or related work.
- A professional accounting designation is required (e.g., CPA, CA, CMA, CGA), complemented by sound experience in budget analysis and financial control work; or an equivalent combination of training and experience.
