Position Overview

The position reports to the Manager, Housing Strategy and is accountable for coordinating and delivering the large-scale, multi-year Action Plan set out in the agreement with Canada Mortgage and Housing Corporation (CMHC). The position will lead the overall program (approved Housing Accelerator Fund (HAF) Action Plan) work planning, coordinating, communicating and planning efforts including preparing all required Federal reporting. The role will support the goal of creating more supply of housing at an accelerated pace and enhance certainty in the approvals and building process and to remove systemic barriers to housing supply and boost supply in the Community. The position will, through excellent communication skills, ensure where multiple departments and individuals are called on by multiple initiatives and milestones that resources are in place and the delivery of outcomes supported. The position will lead the development of key messages, communication and engagement.

**Responsibilities**:
The Corporate Strategic Lead, Housing Accelerator Fund is responsible for:
- Leading program work planning including managing project dependencies and critical path. This includes risk considerations, monitoring and issue identification.- Determining the structure and supports for meeting times, scope, budget and quality requirements to produce the desired results. This role will also be responsible for managing changes to scope, proactively identifying issues or risks and creating contingency plans.- Preparing information and recommendations to Council. These information reports and recommendation reports will be informed by the work of multiple project teams across multiple departments and will require significant collaboration in order to present complete information.- Preparing all CMHC reporting requirements as set out in the agreement, including any other public reporting requirements. The resulting permitted units are one of the key reporting requirements and will require significant effort and support for data generating teams within the City.- Providing support and guidance to multiple project teams to ensure their understanding of the dependencies among the various teams and ensuring role clarity.- Ensuring that all project teams are communicating and identifying challenges to ensure best information and appropriate mitigation approaches to deal with issues or uncertainty. This role will be involved in administration, coordination, and wide-ranging support for all independent project teams that will be contributing to the overall program.

**Requirements**:
A University Degree in Business Administration or Land Use Planning or related field of study. Certificates related to Social Services, Public Policy, Business Administration, Economics, Project Management, Land Use Planning, or Real Estate Development and/or Financing would be an asset. The role requires at least four (4) to seven (7) years of progressive experience at the municipal level. Your leadership skills are complemented by proven project management, change management and relationship building skills. Effective communication, facilitation, negotiation and conflict resolution skills are essential as is a commitment to ensuring an exceptional customer experience for users of City services. Extensive knowledge of the policies, rules, legislation, standards and regulations governing housing strategy activities. Strong strategic skills, customer focused and can foster an environment of communication and collaboration. This position may require occasional travel between sites and/or City facilities.
