Project Manager
**Location**: Pinawa, Manitoba
**Schedule**: Four (4) - 10 hour days - Monday to Thursday
On-Site/Remote Opportunity
Job Summary
The Project Manager reports to the Director, Nuclear Power Demonstration (NPD) & Whiteshell Reactor - 1 (WR-1) Reactor Decommissioning, and has overall responsibilities for managing all aspects of project execution in their portfolio (direct personnel reports, characterization, work planning, engineering, procurement, risk, schedule, stakeholder engagement, project closeout). The Project Manager is accountable for the complete delivery of large-scale, high-risk projects of critical significance at the Whiteshell Closure Project, and characterized as multi-year in duration and involving a significant financial commitment.
Canadian Nuclear Laboratories (CNL) Employees perform all duties in accordance with established health and safety and regulations/guidelines, policies and procedures (i.e., utilizing personal protective equipment as per safe work procedures). Notifies management or supervisor of all occurrences, injuries, illnesses or safety and health concerns that are likely to harm themselves, their co-workers or any other s on the premises in a timely manner and in accordance with established reporting requirements.
**Qualifications**:
Education
A degree from an accredited university in a discipline relevant to project management, engineering, business or commerce and an excellent track record for leading large projects to successful conclusion.
Project experience, or equivalent combination of education and experience, in a senior or lead project capacity.
Experience
Five (5) to ten years of construction and / or decommissioning relevant experience or equivalent.
Project Management Professional (PMP) certification and experience with earned value management.
Established track record for project delivery and demonstrated team leadership.
Experience in a nuclear facility or nuclear decommissioning is an asset.
Abilities and Skills
**The incumbent should have**:
Liaises and collaborates with other departments, colleagues and senior management.
Develops excellent rapport with the client and other project stakeholders.
Self-motivated and flexible relative to work assignments.
Must possess excellent oral and written communication skills.
Extensive knowledge of process related to strategic planning, human resources, and the management of people. Has strong general management skills, including planning, budgeting, resourcing, time management, negotiation skills, contract management and administration, and progress reporting for an executive audience.
Functions and Responsibilities
Functions and responsibilities include but are not limited to the following:
Ensures safety is paramount in all activities.
Manages complex projects of critical significance, characterized as multi-year in duration and involving a significant financial commitment.
Manages the collective and individual performance of a project team through the establishment of project-related performance objectives, and the provision of both formal and informal performance feedback (appraisal) mentoring and guidance to ensure project(s) success.
Defines roles and responsibilities, and manages performance, including discipline, appraisals and merit allocation. Provides constructive feedback including disciplinary action if required or the termination/re-negotiation of external contracts.
Authorizes project expenditures and procurement requisitions, e.g., purchase orders, invoices, and expense claims within higher limits of authority.
Uses extensive knowledge of business and management principles, manages all aspects of project planning, budgeting and resource allocation, through discussions with internal clients to define the scope of the project, deliverables and timing. Builds and sustains project teams, and sets priorities/ clarifies goals.
Responsible for managing, coordinating, and administering the Program Execution project from the conceptual stages through planning, engineering, procurement, construction, start-up and project closeout.
Responsible for coordinating with other functional managers (e.g., Engineering, Safety & Licensing, Procurement, Quality Assurance, Planning and Control, Environmental, Radiation Protection and Skilled Trades) to ensure that functional resource requirements are planned in accordance with Program delivery requirements, and that Program specific aspects of functional resources are implemented.
Accountable to ensure work is performed safely, ensuring proper implementation of policies and effective supervision/oversight is achieved.
Motivates project team staff to deliver quality results on time and on budget, and coaches/mentors others for success.
Participates in management team meetings related to project performance, priorities and staffing.
Secures external and internal resources to execute the project.
