Overview:
As the Compliance and Privacy Administrator, you will be responsible for providing operational and administrative support for the corporate compliance, and privacy and access functions within Manitoba Public Insurance.

You will also assist the MPI compliance and the privacy & access specialists in meeting the operational mandates of their respective areas. This includes supporting programming related to the monitoring and maintenance of legislative and regulatory compliance policies, as well as the corporate access and privacy policies within MPI.

**Responsibilities**:

- Open and maintain files related to requests for information and Requests for Access under The Freedom of Information and Protection of Privacy Act (FIPPA) and The Personal Health Information Act (PHIA) and assists in the coordination of responses; this includes compiling and recording information from internal and external stakeholders as required for each request and creating initial drafts of responses for approval.
- Open and maintain files for “refusal of access” and privacy complaints lodged with the Manitoba Ombudsman under both FIPPA and PHIA; assists in investigating, tracking, coordinating, and preparing responses for approval.
- Log general access and privacy inquiries from internal MPI departments and assist departments with drafting responses to inquiries from members of the public.
- Assist in reviewing, evaluating, and preparing responses and recommendations to privacy impact assessments.
- Engage with internal stakeholders to promote the use of customer consent and authorization forms which comply with the relevant legislation.
- Assist in maintaining a comprehensive legislative and regulatory Compliance Risk Assessment and Plan for all applicable statutory requirements.
- Track and maintain the schedule of activities in the Compliance Risk Plan to achieve completion of action plans and ensure compliance with all requirements.
- Assist in developing and recording constructive solutions for any gaps or areas of high risk in the Compliance Risk Plan.
- Provide support for conducting compliance reviews and monitoring of practices and operations of MPI to assess adherence to policies and regulations.
- Perform all administrative duties required to maintain departmental workflows and deadlines.

Qualifications:

- Post-secondary degree in social sciences, public or business administration, or other relevant discipline.
- Three years of related experience working with access and privacy and compliance issues.
- Thorough knowledge and understanding of Manitoba’s The Freedom of Information and Protection of Privacy Act (FIPPA), and The Personal Health Information Act (PHIA) and, to a lesser extent, the access and privacy provisions of The Mental Health Act, and the records management provisions of The Manitoba Public Insurance Corporation Act (MPIC Act), The Drivers and Vehicles Act (DVA), and The Highway Traffic Act (HTA).
- Ability to read, understand, and interpret legislation and regulations.
- Analytical skills to review complex business processes and develop constructive and practical compliance enhancements.
- Ability to critically assess various compliance and privacy and access related scenarios to determine possible courses of action, based on clear understanding of corporate directives and policies and applicable legislation, best practices for records management and handling practices, and business ethics.
- Ability to work collaboratively in a team environment, including with business units seeking to understand compliance requirements, and/or implementing corrective actions.
- Strong judgment, diplomacy, and political acumen, specifically in the handling of sensitive issues and enquiries.
- Excellent communication skills, both written and verbal.
- General knowledge of key MPI product and service offerings including Basic Autopac, Extension products, The Personal Injury Protection Plan (PIPP), driver’s licences and identification cards, and vehicle registration.
- Proficient computer skills in preparing correspondence, spreadsheets, presentations, and carrying out other administrative tasks.
