The Real Estate Division of the Nova Scotia Department of Public Works (DPW) is responsible for providing real estate services to government departments, boards, agencies and commissions. This includes, but is not limited to, government wide property leasing and management, real estate acquisition for major capital and infrastructure needs, the disposal of real estate, road and property investigations, and advisory services for real estate matters.

**About Our Opportunity**:
The Real Property Surveyor provides professional oversight, guidance and consultation to the Real Estate Division with regards to land survey, survey requirements, services, and related land matters. The Real Property Surveyor is a Professional Land Surveyor of Nova Scotia (NSLS) and shall provide the department with legal survey, survey review, property descriptions, and property research in relation to the acquisition and disposal of property, highway and capital projects, and manage the confirmation of public highways and boundaries as per the Public Highways Act.

**Primary Accountabilities**:
The surveyor will provide oversight to multiple survey projects in relation to the acquisition and disposal of real property and will keep current with professional standards, development, and technology. The surveyor will ensure that Highway Right of Way plans completed for new highways are completed accurately and conform to standards. In doing so the Surveyor will be in direct contact where necessary with Project Engineers, Survey Technicians and Engineer & Survey Technicians in the drafting and review of all highway plans completed for the Department.

The surveyor will manage and oversee the property and highway research portfolio including historical road investigation, Public Highway boundary Inquiries, and general property research.

The Surveyor will complete and/or review legal descriptions prepared for the acquisition of highway parcels. Working with Management and the Real Property Paralegal, along with internal and external legal counsel (where necessary), the surveyor will ensure all completed and approved Right of Way Plans and Surveys are recorded with the Land Registry office, and all subdivisions and consolidations of parcels are done promptly and efficiently.

**Qualifications and Experience**:
This may be the right opportunity for you if you have a Bachelor’s degree from a recognized survey program approved by the Association of Nova Scotia Land Surveyors/CBEPS, or equivalency accepted by the Association/CBEPS; licensed NS Land Surveyor, plus 4 years of related experience.

Professional knowledge of the concepts, principles, techniques and practices and of legal surveying including survey law, case law, property law and the rules of evidence are required along with a thorough knowledge of all provincial statutes and regulations that deal with land and land development. An understanding of the current and historical land registry land granting system is needed. A strong background in mathematics (coordinate geometry, curves, volumes, areas, calculus) is required. It is also necessary to have an understanding and the ability to operate all normally encountered office and surveying equipment such as computers, plotters, digitizers, total stations, GPS receivers along with computer software such as Microsoft Office suite, AutoCAD, AutoCad Map 3D, survey and GIS software etc., to direct and facilitate procedures and processes associated with the analysis and use of highly complex technologies and related software programs.

This position requires the ability to analyze and interpret policies, procedures and legislation to ensure adherence to departmental/ government policy and to resolve any ongoing or complex field problems and/or complaints related to regional survey projects or contract work. It requires knowledge of training, supervisory, coaching and motivational techniques to effectively instruct, supervise and evaluate staff performance. Project management experience developing the scope of work, schedule, and technical specifications for land survey projects is essential.

Communication (verbal and written), interpersonal, and negotiating skills are required to communicate effectively with staff, the public, consultants, contractors, government and private industry officials, to defend and explain difficult issues with regards to key decisions and departmental positions to management officials and/or industry stakeholders and the general public, and to prepare correspondence and reports that are clear, concise and meaningful.
