Reporting to the General Supervisor, Planning and Permitting, the Manager, Regulated Road Use contributes to the City Operations vision by leading a team of over 18 diverse staff (4 direct reports and 14 indirect reports) dedicated to operating the City of Edmonton’s Regulated Road Use program, which provides service for the public, development and construction industry, and the City to receive permits, licenses and agreements that enable use of the public roadway.

- Lead a team of engineers, technical specialists and administrators in the delivery of road right-of-way services
- Provide strong leadership and change management to ensure continual improvement, superior customer service and process alignment for regulated road use permits and licenses
- Oversee the development and implementation of policies, practices and regulations related to the use of Public Right-of-Ways
- Ensure all legal requirements for land disposition related to the use of Regulated Road Use are in accordance with applicable legislation, corporate policy and assigned delegations of authority
- Facilitate the Regulated Road Use Project to align regulated road use with the City Plan to manage curbside space as a strategy public asset, with a focus on safety and accessibility for all modes for transportation
- Monitor and manage overall risk to the City's reputation as well as risk to the programs and services
- Build strong relationships across the Branch, Department and other areas of the City to ensure alignment and support an integrated business model
- Perform other related duties as required

**Qualifications**:

- Bachelor’s Degree or Diploma in Urban Planning, Civil Engineering, Business Administration, Public Administration, or a related discipline
- A minimum of five (5) years of progressively responsible experience in a leadership role directly supervising staff within a large, complex, and unionized organization
- Certification or coursework/training in public administration, change management, project management, continuous improvement, or other leadership training would be an asset
- Experience in people leadership, including recruitment, coaching, performance development and management, and conflict resolution
- Demonstrated knowledge and experience in the fields of urban planning, civil engineering, and/or Land/Regulated Road Use management is an asset
- Demonstrated leadership and team building skills
- Expert knowledge and skills in managing complex information and processes
- Ability to stay abreast of emerging technologies and best practices
- Project management skills with demonstrated ability to establish, direct and motivate staff to deliver work in a timely manner
- Change management skills with past experience leading change in internal teams, business processes and external stakeholders
- Experience developing and implementing complex plans and processes across diverse lines of business
- Strong verbal communication and interpersonal skills, with an ability to interact well with a diverse group of leaders, colleagues, staff and citizens
- Strong written communication, presentation, and report writing skills
- Demonstrated ability and willingness to develop strong relationships and work in a collaborative, integrated manner
- Experience managing and working with external contractors
- Ability and willingness to delegate and empower others
