Position Summary:
Perform post-approval monitoring for the Facility Animal Care Committees (FACCs) of McGill University as stipulated by the Canadian Council on Animal Care (CCAC). Perform site and procedural assessments to verify compliance and provide expert advice and guidance to research staff and animal facility personnel. Report findings to the appropriate Animal Care Committee (FACC) in the animal care program, and to the Director of the Animal Compliance Office (ACO). Participate and provide expertise on the Quality Assistance, Training & Qualifications and Veterinary Care Working Groups of the Animal Welfare and Oversight Committee (APWOC), as needed. Maintain data and prepare various reports for the FACCs. Ensure high standards for animal care in compliance with approved protocols, training, best practices, university policies and Canadian Council on Animal Care (CCAC) policies and guidelines. Provide information, advice and guidance to research and animal facility staff on regulatory agency rules, regulations, and University policies and procedures. Is a member or participant of the software core support group.

Primary Responsibilities:

- Ongoing Quality Assessment
- Plan, manage and conduct assessment visits of all animal-related activities and locations at McGill University.
- Prioritize cases based on risk assessment and/or at the request of the FACC or Ethics Working Group. Investigates any expressed concerns from the community.
- Evaluate observations and provide recommendations based on McGill University policies, standard operating procedures and regulatory guidelines as well as Health and Safety requirements.
- Provide recommendations and guidance on corrective measures and assign specific timelines for corrections.
- Confirm that procedures and personnel training conform to the approved protocols, policies and guidelines. Provide or recommend further training and promote best practices on the care and use of animals as required.
- Consult and collaborate with clinical veterinarians and veterinary care staff.
- Communicate findings with the person responsible.
- Report findings and recommendations to the FACC.
- Ensure and reinforce responses to recommendations. Report non-compliance to the FACC Chair and/or veterinarian which is not remedied within the requested timeline.
- Exercise tact in making recommendations, especially in delicate situations.
- Find and recommend new and appropriate resources through networking, research, continuing education, and knowledge transfer.
- Follow-up on recommendations resulting from annual FACC site inspections.
- Develop and implement QA program policies and procedures and other related documentation.
- Participate in the orientation of research staff.
- Counsel investigators on protocol development.
- Participate in protocol reviews.
- Development and Integration of Quality Assistance Program
- Participate in the development and integration of the Quality Assistance program, in accordance with APWOC policies and CCAC Guidelines.
- Participate and develop documentation, strategies, and recommendations for the Quality Assistance Program.
- Collaborate with other institutions’ post-approval monitoring personnel for knowledge transfer and sharing of best practices.
- Ad hoc participation in FACC, facility user committee, Ethics Working Group and Veterinary Committee meetings. Raise issues and make recommendations to the appropriate committee or working group.
- Share resources with other members of the Quality Assistance working group and other relevant committees or working groups.
- Stay current on developments in the animal care and welfare industry through networking, webinars, conferences and workshops and share with appropriate stakeholders.
- Committee and related duties
- Represents the Animal Compliance Office on the Quality Assistance and Training & Qualifications Working Groups as a regular member. Advise stakeholders on the alignment of the Working Group’s recommendations.
- Provide administrative support to working groups for agenda and minute development as required.
- Short-term backup for the ACO Training Advisor for the assessment of training credentials.
- Consultant or Participant for Software Core Support Team
- Participate in functional troubleshooting and testing of animal management-related software.
- Provide expert advice.

Other Qualifying Skills and/or Abilities
- DEC III Animal Health Technology or related field. 5 years relevant experience. Experience with research animals which can include aquatic animals and farm animals. Vast knowledge of technical procedures. Sound knowledge of laws, regulations, and guidelines governing laboratory and agricultural animal care and use.
