**Job Description**:
***:Under the direction of the Director, is responsible to undertake and manage major Development Services projects and participate as a Division representative in major corporate projects. Key responsibilities include project planning and management, oversight of consultants and preparing proposals and reports.
**MAJOR RESPONSIBILITIES**:
- Manages major Development Services projects which may include predevelopment strategy, planning and feasibility for development projects, studies, policy development, service delivery, program development, research projects and collaborations.
- Participates as the Division representative and liaison in major Corporate projects as part of cross functional teams.
- Leads multidisciplinary project teams of staff, consultants, developers and suppliers.
- Develops, implements and monitors detailed project plans, resource requirements, milestones, deliverables, decision tracking, change management procedures and recommends policies and provides strategic advice regarding project specific requirements.
- Applies sound project management methodologies including full work plans with defined scope, schedule, timelines, reporting and deliverables.
- Prepares requests for proposals, requests for quotations, retainers, change notices and scoping documents.
- Evaluates and selects consultants individually or as a lead participant.
- Supervises and evaluates the work of consultants.
- Monitors the budget for capital projects, ensuring budget compliance; identifies project budget changes within approved parameters; actions budget changes and maintains and adheres to the approved budget and provides regular budget updates to the Director.
- Coordinates public consultation on projects. Tracks decisions, related reports and activities which impact the project, and provides advice and analysis on their implications.
- Prepares comprehensive reports, proposals, correspondence and presentations.
- Attends and presents at City Council, Committees of Council, community engagement, and stakeholder meetings.
- Responds to media inquiries regarding projects assigned to the position.
- Monitors relevant policy, legislation, trends, community and business needs and strategies that may impact Division project and program requirements.
- Performs such other duties as assigned.
**QUALIFICATIONS**:
**Education/Experience**:
- Degree in business administration, public administration, political science, economics, engineering, architecture or a related field, together with a minimum of 5 years of related project management experience, change management and public consultation experience, preferably in a government setting; or
- Diploma in business administration, public administration, political science, economics, engineering, architecture or a related field, together with a minimum of 7 years of related project management, change management and public consultation experience, preferably in a government setting.
- Knowledge of municipal, provincial, and federal government operations and programs, federal and provincial funding programs
**Skills/Abilities**:
- Strong ability to communicate effectively and concisely, both orally and in writing including strong report writing skills
- Strong ability to deliver presentations to a variety of audiences and to skillfully handle on-the-spot questions from senior officials, members of City Council, special interest groups, and the media
- Ability to exercise independent judgement when dealing with confidential and sensitive issues
- Excellent project/time management, analytical/critical thinking, problem-solving, and decision-making skills
- Ability to work with mínimal direction
- Must be at an intermediate skill level with office computer equipment and software, including word processing, spreadsheet and presentation software
- Ability to deliver presentations to a variety of audiences
- Ability to establish and monitor project schedules, budgets and delivery processes
- Political acumen and the ability to establish and maintain effective working relations with a variety of people including Administration, superiors, co-workers, employees, and the general public
