Lumenus Community Services is seeking a **Policy Analyst**, who will conduct comprehensive research and analysis and, based on research findings, develop/revise policies which have significant corporate and, strategic, implications. The Policy Analyst lead policy projects to research, plans, recommend options/solutions and ensure satisfactory completion of a wide variety of policy projects. The Policy Analyst will be responsible establishing and managing the policy agenda and implementation of policies.

**KEY RESPONSIBILITIES**:

- Develops plans by scoping out the issue/problem, setting project goals and milestones, identifying deliverables and associated timeframes for completion; setting priorities and changing priorities when required.
- Plans, develops, communicates, and implements initiatives associated with the establishment and administration of Lumenus’ corporate policy framework.
- Develops and writes policy drafts; reviews and edits existing, revised and new policies
- Develops alternatives, and decides on course of action.
- Works collaboratively across business areas to establish relationships and access knowledge resources; monitors progress of project by comparing completed tasks to predetermined milestones.
- Identifies obstacles, develops and assesses alternatives to resolve problem; identifies the best solution; and modifies the project plan as necessary to ensure successful completion and that deadlines are met.
- Conducts extensive research by collecting, analyzing and synthesizing information/data in order to formulate and cost policy responses/solutions which consider/reflect the current government philosophies, and the Lumenus strategic plan, organizational goals, initiatives and programs and the competing interests and views of various stakeholders.
- Develops and presents expert policy advice/responses using a wide variety of formats
- Facilitates, co-ordinates and collaborates with the business areas to identify and address policy implementation issues.
- Ensures that stakeholder and other interested parties views and interests are considered.
- Performs other related duties as assigned or required.

**QUALIFICATIONS**:

- Completed University degree with a specialty focus in Public Policy, Public Administration, Economics, Social Science, Health Sciences or Law.
- Minimum of four years’ experience in qualitative/quantitative research, analysis and policy development.

**SKILLS/KNOWLEDGE**:

- Demonstrated analytical and communication skills.
- Ability to work collaboratively in a team-environment.
- Ability to leverage data and empirical research.
- Demonstrated researching and policy writing skills.

**ADDITIONAL REQUIREMENTS**:

- Satisfactory background screening clearance.
