The Emergency Shelter Manager of Richmond House shelter provides Christian leadership through the oversight, supervision, development, and monitoring of the Richmond House Shelter Program.

The Emergency Shelter Manager of Richmond House provides effective, efficient, and safe Shelter operations within the framework of the mission and goals of Richmond House, and in adherence to the Funder’s standards and Richmond House’s published policies and procedures.

**HOURS**:

- Regular, Full-time (40 hours/week)
- Monday to Friday (8:00 a.m. - 4:30 p.m.)

**KEY RESPONSIBILITIES**:
**ACCOUNTABILITIES**:

- Coordinates the delivery of Emergency Shelter programs
- Hires, orientates, onboards, trains, evaluates, disciplines, and terminates in consultation with Human Relations and the Director.
- Schedules staff in accordance with staffing model and contractual requirements; on-call responsibilities for staffing and emergencies; deals with complaints/grievances within a unionized environment
- Organizes and oversees all areas of shelter team development including staff training, team meetings, and staff appreciation
- Ensures operational services are in compliance with ‘The Salvation Army Emergency Shelter Operating Principles’ and Client-centered Trauma Informed Care
- Coordinates the provision of the Case Management Plan Process including intake, counseling, support, referral, networking, and other direct services
- Establishes and maintains proper records and files for the program, writes progress reports and provides outcomes of the program and the progress of residents
- Liaises with community resources and encourages community involvement in the program
- Monitors staff safety practices in compliance with health and safety standards, and prepares, analyzes, submits, and acts on incident reports
- Participates in the development of policy and procedures
- Coordinates the conducting of physical searches; maintains appropriate records of searches and house logs
- Ensures the safety, security and upkeep of the building and grounds
- Provides statistical and evaluative information to management levels when required
- Responsible for purchasing supplies and maintaining inventories
- Responsible for the organization/co-ordination and oversees seasonal or special programs, i.e Winter Shelter, EWR Programs
- Ensures that a proper Christian spiritual focus is applied to Emergency Shelter programs & initiatives.
- Responsible to demonstrate a positive, professional role model and contribute to the mission and goals of Richmond House.
- Oversees intake process of clients to capture required confidential background information and for ensuring all reporting is accurate, timely, and effective.
- Responsible for shelter client orientation to Richmond House’s philosophy, policies and procedures; including all safety procedures.
- Responsible for providing appropriate crisis intervention, basic counseling skills, and support as required.
- Represents Richmond House on various committees and works with other social services agencies within the community.
- Provides client with liaison and referral services, as required, to internal services and other social service agencies / resources.
- Develops and maintains program and statistical reporting by ensuring all required documentation is timely, accurate, and complete and it meets with Funder requirements.
- Follows-up and investigation of all shelter incidents and for making appropriate recommendations.
- Attends and participates in meetings as required.
- Works with Director to develop programs and procedures as related to client care.
- Responsible for developing professionally through attendance at conferences, seminars, and other various training and /or educational courses.
- Responsible for maintaining knowledge base of upcoming trends and changes within the social services field.
- Responsible for development and succession planning for shelter positions.

**MANAGERIAL/TECHNICAL LEADERSHIP RESPONSIBILITY**:

- Reports directly to The Director of Housing and Shelter programs.
- Serves as the Front-Line manager for a team of 6 - 20 staff members, delegating and overseeing through program staff and accountable for hiring, training, and performance management.

**FINANCIAL AND MATERIALS MANAGEMENT**:

- This role is accountable for preparing and monitoring budgets for Richmond House shelter and is expected to assist in the development of appropriate related policies/procedures
