The Department of Families is seeking to fill the position of Program Manager within the Community Service Delivery Division (CSD). The CSD provides the development, implementation, and management of an integrated service delivery system to the public to better serve Manitobans by providing, purchasing, or arranging direct client services for all departmental programs through a network of offices located in six regions in rural and Northern Manitoba, seven paired community areas in Winnipeg Region, and Centralized Services, Employment, Income and Assistance.

Qualifications:
Essentials:

- Post secondary degree in the social sciences field with a combination of work related experience supervising service delivery staff. Equivalent combination of education, training and related experience may be considered.
- Experience in social program case management encompassing the planning, administration, and evaluation of service delivery programs.
- Experience in human resource management functions including; recruitment, progressive discipline, attendance, performance management and managing conflict.
- Demonstrated leadership skills with the ability to coach, mentor and develop a diverse team and lead organizational change.
- Proficiency in managing the administration of programs, service delivery teams, service delivery to clients, and the planning and evaluation of services delivered to clients.
- Experience providing consultation, interpretation, evaluation, and implementation on legislation, policy and procedures to staff and external agencies.
- Ability to build collaborative working relationships with community agencies, interdepartmental partners and non-government service providers to coordinate multi-system activities to create opportunities for solutions that meet multiple needs.
- Ability to practice problem identification, analysis, and provide recommendations for resolution to achieve positive outcomes.
- Strong verbal communication skills with the ability to articulate messages in a clear and consistent manner.
- Strong written communication skills with the ability to write clearly and concisely to a variety of stakeholders.

- Ability to manage budgetary costs such as; staff training dollars, staff appreciation, and office expenses.

**Duties**:
Working within Manitoba Income Assistance programs, the Community Services Delivery Program Manager collaborates and facilitates the integration of public service delivery, community engagement and participation.

On behalf of the Department of Families, the CSD Program Manager ensures service delivery is in compliance with program standards, provincial policy, regional/area priority protocols and guidelines, and provincial legislation.

Reporting to the WRHS Community Area Director or the Director of Centralized Services, the CSD Program Manager is responsible for providing leadership and support in a range of management and supervisory activities encompassing policy interpretation, integrated case management recommendations, implementation and evaluation of services, financial management and administration, human resource management, operational planning, and systems management.
