The Strategy and Agreements Branch of the Consumer Protection and Government Services is seeking an experienced trailblazer for the Manager position for their Agreement Management Unit. This Branch is made up of four units: Agreement Management, Strategic Initiatives and Alternative Delivery, Financial Services and Strategic Projects and Programs Support.

The Strategy and Agreements Branch provides central coordination, negotiation and delivery of Strategic Capital Infrastructure that includes large complex projects and federal-provincial programs/projects; and facilitates the development of government-wide initiatives, processes and tools that provides a consistent and accountable framework for capital planning. This Branch also implements new government-wide initiatives that provide consistent, transparent processes, red tape reduction, streamline review and decision making processes, value for money and return on investment of provincial funding towards both provincially owned and third party capital projects; and continues to provide continued program administration, funding approvals and announcements, due diligence on project files and reimbursement of approved federal and provincial funding under the Building Canada plan, the Green Infrastructure Fund, the New Building Canada Fund and Phase 1 & 2 of Investing in Canada.

Qualifications:
Essential:

- Post-secondary education in social sciences, business administration, economics or finance. A relevant combination of education and experience may be considered.
- Extensive experience leading federal-provincial program administration involving the planning, assessment, negotiation and management of federal-provincial programs, agreements and projects.
- Experience overseeing large complex budgets and managing financial issues to promote fiscal sustainability.
- Experience with government financial policies, including budgeting, financial analysis, strategic planning, and processes related to project administration and program management.
- Strong working knowledge of capital infrastructure programming including; economic development, community capacity building.
- Strong written communication skills to produce briefing materials in response to ministerial, media and public enquiries; and correspondence for senior level leadership.
- Excellent verbal skills to effectively communicate complex information to a variety of internal and external stakeholders.
- Strong interpersonal skills to build and maintain effective, professional and collaborative working relationships with all levels of government and external stakeholders.
- Ability to effectively negotiate complex multi-faceted issues.
- Strong organizational skills to manage multiple competing priorities within a dynamic and time-sensitive environment.
- Ability to research, analyze and interpret complex information to identify risks, forecast, assess programs, solve problems and develop and implement innovative solutions.
- Strong political acumen to manage highly sensitive and confidential matters with diplomacy and tact.
