Tender Procurement Manager

**- Develop and implement sourcing strategy at tender phase to ensure optimal cost productivity (i.e. preferred suppliers, saving & risk assessments, etc. )
- Collect and formalize Return of Experience (REX) on projects deployed in the region.
- Liaise with Engineering Department, Bid Managers and with many different stakeholders (i.e. Supplier Quality, Supply Chain, etc. ) in order to prepare tender sourcing commitment.
- Challenge commodity buyers & managers to increase competitiveness and ensures convergence of commodity strategies with Tenders
- Manage Cost Opportunities & Risks with tender & multi-métier team.
- Challenge tender requirements when relevant (promote standardization or optimum technology)
- Manage sourcing QCDP commitment into Tender.
- Lead Pre-bid agreements at tender phase when it brings a real advantage.
- Cooperate proactively with Engineering to ensure “Design to Cost (DTC)”.
- Consolidate the sourcing commitment in tender phase including actualization & firming calculations.
- Build realistic, competitive and on-time tender cost commitment.
- Lead the strategy and monitor localization requirement (Buy America, Buy Canada, DBE)

**Competencies & Skills**
- MASTER in purchasing or equivalent (engineering, project management, quality and supply chain background, Finance Project)
- 5 years of experience (Project, Sourcing, Engineering, Quality )
- Ability to work in a matrix environment.
- Knowledge of Microsoft office tools with an advanced knowledge of Excel
- Good communication skills & Team spirit
- Ability to challenge.
- Results oriented.
- Rigorous and structured.
- International mindset
- Fluent in English. French is an asset.
