As a
**Project Lead, Transportation Services, **you will work across the Transportation Services Division, and with other City divisions, external partners and the public, to improve Traffic Safety in line with the Vision Zero safety program, or to lead staff and projects related to other permits and enforcement activities.

These five opportunities within the Division's Permits and Enforcement group include two positions in the Construction Activity Unit, two in the Automated Enforcement program, and the remaining position in the Street Events & ROW program.

Reporting to the Supervisor, Project Manager, Manager or Director, you will provide support as well as work independently to manage projects, activities and assignments in the delivery of Automated Enforcement programs, including the Red Light Camera and Automated Speed Enforcement programs, Construction Activities projects, Street Events & ROW projects, the Director's office projects, and other safety-related programs.

**MAJOR RESPONSIBILITIES**

Your primary responsibilities as a Project Lead, Transportation Services, will be varied, but you’ll be expected to:

- Implement detailed plans and recommend policies/procedures regarding program-specific requirements related to Automated Enforcement programs, Construction Activities or other programs in the Section such as sidewalk cafes, parklets and marketing displays, parking permits, utility permits, street furniture, and street events.
- Conduct and support research into assigned area, ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Facilitate requests originating from elected officials and the public, coordinate divisional input and assess project feasibility within current programs.
- Supervise project team members and support staff, including work term students.
- Develop Terms of Reference, scope of work, specifications and materials for projects and consultant requirements for all purchasing call documents, including RFQ, RFP, REOI, and RFI, ongoing liaison between Purchasing & Material Management Division (PMMD) and program staff, undertaking briefings and site inspections during the proposal stage, evaluation of proposals and recommendation of the selection of consultants for assigned projects, execution of legal agreements and contracts, and ongoing contract management with selected vendors.
- Coordinate and evaluate the work performance of external service providers with respect to quality, timeliness, cost and completion of required tasks.
- Foster and maintain effective working relationships and networking between Division staff and police, other government agencies, community representatives, elected officials, consultants, other departments and intra-departmental divisions through consultation, resolution of conflicts, participation in public meetings, and representation in technical traffic working groups.
- Oversee assigned projects and provide contract management to ensure effective teamwork and communication and high standards of work quality to advance the Permits & Enforcement initiatives in a complex municipal environment.
- Monitor projects with the help of other City divisions to ensure completion in accordance with approved plans, agreements of undertaking and long-term maintenance.
- Prepare project plans, reports, status updates and correspondence on behalf of senior staff.
- Regularly update documentation on Permits and Enforcement initiatives, including the website, newsletter, and other communications on the projects and program.
- Establish, maintain and develop linkages to other divisions, agencies, boards and commissions to ensure effective partnerships.
- Research, and report on, a range of new projects and initiatives as they arise, including writing and preparing reports to City Council and Standing Committees.
- Develop training course material, conduct training and provide presentations, as required, for various levels of internal and external management/stakeholders.
- Act as a resource and point of contact for inquiries related to the Section activities.
